General Summary
Responsible for the procurement of goods and services requested by County departments and offices in conformance with Oakland County's purchasing policies and procedures. Utilizes knowledge of best business practices, market analysis, life cycle costing and similar factors to procure goods and services that meet the County's quality, availability, and compatibility requirements. Following standardized processes, receives, reviews, and processes purchasing requests. Assists department managers and/or their designees in determining specifications, evaluation criteria and related pricing matrices. Oversees and coordinates the solicitation, evaluation, and award processes. Negotiates pricing, contract terms and conditions, and scope of services. Obtains budget authorization for developing and issuing contracts. Responsible for all contract modifications requested by departments. Monitors multi-departmental contracts and resolves contract disputes, suggesting resolutions. Attends procurement and/or vendor outreach events as a representative for Oakland County. Interacts with vendors and the public at-large to ensure a fair and transparent process within County policies and procedures. Utilizes current Countywide and/or department specific software to complete assignments.

Required Minimum Qualifications
- Have a Bachelor's degree from an accredited college or university with a preferred major in business administration, marketing, materials management, public administration, or closely related field of study.
- Have at least two (2) years of full-time work experience in purchasing, materials management, construction management, medical supply sales, information technology sales, or contract administration.
