General Summary
Leads the central accounting functions of the County, including annual financial reporting, formulating, and improving accounting procedures and guidelines, and operating central payroll. Responsible for formulating and supervising all combined accounting and fiscal duties performed in Central Fiscal Services. Analyzes fiscal systems, organization, methods and work procedures, and directs improvements including those to computer systems. Prepares and supervises the preparation of various financial reports and the annual comprehensive financial report for the County Executive and the Board of Commissioners. Prepares and submits written and oral fiscal recommendations required in the operations of County departments. Recommends improvements in departmental operational systems. Implements and maintains department fiscal controls. Provides fiscal expertise to administrators as requested at financial meetings. Utilizes current Countywide and/or department specific software to complete assignments.

Required Minimum Qualifications
At the time of application, applicants must:
- Possess a Bachelor's degree from an accredited college or university in Accounting, Business Administration, Public Administration, Economics, Political Science, or a related field of study; AND
- Have five (5) years of full-time work experience working with complex financial systems, financial and economic analysis, business administration, general accounting, cost accounting, spreadsheet applications, systems analysis, personnel administration, or related area, including two (2) years in a supervisory position.
NOTE: Applicants possessing transcripts from a college or university outside of the United States will be required to provide documentation of degree equivalency from a member of the National Association of Credential Evaluation Services (http://naces.org/members.html). The degree evaluation will be required for application processing.
- Pass the complete examination, including the employment medical established for this classification.
- Successfully complete the six month probationary period.
