Obsidian Solutions Group (OSG) is seeking a Deputy Section Lead (CIS) - Systems Engineer to assist the Communications Information Systems (CIS) Section Lead in the oversight of the organization's information systems. Assists the Section Head and Government customer in the development of operational plans, procedures, and events. This will include travel to planning conferences, development of deliverables in support of exercises and events, coordination of Operational Requirements to the CIS Section Lead for technical development, as well as coordinating with the Government Customer and the CIS Section Lead with ongoing projects and planning for the MSTP Communications and Information Systems Section.
The mission of the MSTP is to provide training in MAGTF across the range of military operations, within the context of a Joint and/or Combined Task Force environment, to improve the warfighting skills, with the main effort of providing training in support.

Requirements
Duties to include:
- Create/modify Information Technology (IT) event summaries.
- Create/modify IT/C2 policies, procedures, Standard Operating Procedures (SOPs), Tactics, Techniques and Procedures (TTPs), and references.
- Develop and integrate risk management plans and strategies of IT and C2 resources.
- Create/modify, and maintain functional and technical reference models, and system configurations for all information systems and networks.
- Create/modify and maintain Tier 1 Help Desk policies and standard operating procedures.
- Provide input to and conduct quarterly validations of the disaster recovery plan.
- Conduct studies and provide, briefs, summaries, and status reports of new and emerging hardware and/or software both COTS/GOTS
- Generate documentation to support the creation of purchase orders.
- Monitor and analyze Network data collection and reporting requirements.
- Develop, recommend and process responses to data calls, reports, and requests for information.
- Track, manage, and document vulnerabilities and delegate vulnerability mitigation efforts.
- Manage, schedule and support Video Teleconferencing (VTC).
- Provide Oversight for Tier 1 Help Desk support events/wargames, and exercises/training events/wargames in which MSTP participates.
- Support check-in process.
- Coordinate and resolve technical, scheduling, and delivery issues associated with technical refresh, asset tracking, and life-cycle sustainment of MSTP IT assets.
- Maintain asset data in Remedy or other enterprise solutions.
- Prepare and maintain budgets for information system lifecycle.
- Assess, validate, and coordinate site requirements for NGEN / MCEN-N or SONIC / MCEN-S Equipment Refresh and life-cycle sustainment responsibilities.
- Experience with C2 information systems Operational Planning within the DoD.
- MEF level operational military experience in planning communications systems in support of exercises and operations.
- Experience working within Information Technology Service Management (ITSM).
- Understanding of DoD Risk Management Framework.
- Proficiency using MS Word, Excel, Adobe, and Outlook.
- Strong verbal, written, interpersonal, communication, and presentation skills.
- IAT Level II certification. Baseline required Security CE or higher.
- Minimum of DoD Secret Security Clearance.
- Senior Level – Bachelor’s Degree, 5 years of Direct Relevant Experience
- Military Experience at a Staff Officer level with operational communications systems planning experience.
- Experience should include MEF level operational military experience in communications with prior experience at the field grade level (0602, 0603) or equivalent
- Able to lift at least 50 LBS
- 15-25% mainly to Camp Pendleton, CA; Camp Lejeune, NC; Camp Courtney, Okinawa, Japan
