Duties

  • Administers the overall budgetary management system.
  • Ensures that obligations and expenditures are made in accordance with existing laws and regulations and are made in a timely and effective manner.
  • Proposes alternative methods of financing un-funded requirements.
  • Develops narrative justification statements and presentation material for budget submissions and reprogramming requests.
  • Consolidates and prepares justification for unfinanced requirements.
  • Assigns work based on priorities and selective considerations of the difficulty of assignments and capabilities of personnel.

In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes (1) formulating and/or executing program budget(s); (2) analyzing financial data; (3) utilizing an automated budget/financial system or software (such as but not limited to Planning, Programming, and Budgeting System (PPBS), General Fund Enterprise Business System (GFEBS), etc.); and (4) providing advisory services or recommendations on budgetary and/or fiscal program management issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

You will be evaluated on the basis of your level of competency in the following areas:

  • Budget Administration
  • Budget Execution
  • Financial Management Analysis
  • Oral Communication

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at the GS-12 grade level.
