This position is responsible for planning, developing and implementing the City’s radio, Wi-Fi, fiber optic, and card access communication infrastructure. This includes installing, configuring, maintaining, supporting and optimizing all systems and services for the four areas listed in the previous sentence. The City’s radio network is defined as the 700 / 800 MHz Motorola system used by all City Departments as well as the three City Radio tower sites. Additional requirements are to analyze and resolve radio and Wi-Fi communication circuit issues in a timely and accurate fashion and support user needs where required.
A. Performs supervisory duties
- Supervises, directs, and evaluates Infrastructure Communications employees, handling employee concerns and problems, directing work, counseling, and completing employee performance evaluations.
- Makes recommendations regarding personnel actions such as hiring, promotions, and discipline.
- Trains staff on job related tasks
- Coordinates projects and functions to staff
B. Oversees Communications Section Activities
C. Develops Short and Long Range Communications Systems Plans
D. Installs and Maintains Communications Hardware and Software.
E. Provides IT User Support.
F. Coordinates Installation and Maintenance of Fiber Optic Cable
G. Provide Emergency Management Communications and Support

Job Content Knowledge :
Technical knowledge / skills should include Motorola Radio Programming, CISCO Access Control Hardware and Software, Microsoft Analysis Tools, Microsoft Office Suite, Cisco Call Manager, and Unity, Wi-Fi Hardware and Software, LINUX, UNIX, Windows Operating System, WAN Technology and Fiber Certification. Familiar with the policies, procedures, and activities of the City and communications practices as they pertain to the performance of assigned duties. Must have extensive knowledge of diagnostic materials for testing equipment. Knows how to keep abreast of any changes in policy, methods, computer operations, equipment needs and policies, etc. as they pertain to departmental operations and activities. Is able to effectively communicate and interact with supervisors and members of the general public and all other groups involved in the activities of the department. Has good organizational, management, human relations, and technical skills. Has comprehensive knowledge of the terminology, principles, and methods utilized within the department.
Language Skills :
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management and other public groups.
Mathematical Skills :
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
Reasoning Ability :
Ability to define complex problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Education and Experience :
The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through obtaining a Bachelor's degree in information systems or related, plus six years of broad IT experience. Three years of experience in a lead or supervisory capacity is desirable.
Preferred Certifications / Licenses :
Federal Criminal Justice Information System Security and Awareness Certification, COML, A , N , APCO Radio Technician certifications, fiber optic certification.
