The Staff Technical Analyst is a core member of the OTECH Support Services Team. The Staff Technical Analyst will proactively evaluate OTECH's policies, operations, tools, and procedures to identify shortcomings or opportunities for improvement. The Staff Technical Analyst will develop and implement new projects to ensure optimal operational performance and output. The Staff Technical Analyst will be able to analyze complex data sets, identify shortcomings or opportunities, and work with all levels of management and employees to affect change. The Staff Technical Analyst will advise OTECH management on opportunities to enhance operations and will assist in their implementation. The Staff Technical Analyst will work with other technical analysts, OTECH Program and Business managers, as well as Oceaneering Information Technology branches to investigate and promote efficient and harmonic integrations between business functions, business policies, and business systems. The Staff Technical Analyst is a hybrid position located in Hanover, MD.
The Staff Technical Analyst will execute the following tasks:
* Lead efforts to help develop and implement various business systems at OTECH.
* This position will specifically focus on Digital Engineering.
- The Staff Technical Analyst will provide business systems support, working closely with engineers from different disciplines, to ensure a functioning digital engineering ecosystem that aligns with DoD goals:
- Digital models:Use digital models to design and maintain national defense systems.
- Authoritative data source:Establish a single source of truth for data and models.
- Interoperability:Enable seamless communication and information sharing between systems and platforms.
- Agility:Adapt quickly to changing threats and requirements.
- Lifecycle management:Manage systems from concept to decommissioning.
- Collaboration:Create environments that encourage teamwork across functions.
- Innovation:Incorporate new technologies to improve engineering practices.
- Culture change:Transform the workforce to support digital engineering.
* Evaluate business processes, anticipate requirements, uncover areas for improvement, and develop and implement solutions.
* Lead ongoing reviews of business processes and develop optimization strategies.
* Proactively monitor operations related process, tools, and other technologies to ensure OTECH compliance and optimal efficiencies.
* Conduct meetings and presentations to share ideas and findings.
* Assure effective communication within the teams, and with supporting groups, and ensure that all key information is properly disseminated among the stakeholders.
* Stay up to date on the latest process and IT advancements to automate and modernize systems.
* Gather critical information from meetings with various stakeholders and produce useful reports.
* Work closely with clients, technicians, and managerial staff.
* Ensure solutions meet business needs and requirements.
* Perform user acceptance testing.
* Manage projects, develop project plans, and monitor performance.
* Update, implement, and maintain procedures.
* Prioritize initiatives based on business needs and requirements.
* Serve as a liaison between stakeholders and users.
* Design and participate in process efficiencies.
* Support other Technical Analysts.
* Additional duties as assigned.
REQUIRED:
* Bachelor's degree in business or a related field. Equivalent experience may be considered in lieu of a degree.
* 8 to 15 years of practical experience in business analysis or a related field.
* Exceptional analytical and conceptual thinking skills.
* The ability to influence stakeholders and work closely with them to determine acceptable solutions.
* Advanced technical skills.
* Excellent documentation skills.
* Experience creating detailed reports and giving presentations.
* Competency in Microsoft 365 Suite.
* A track record of following through on commitments.
* Excellent planning, organizational, and time management skills.
* Experience leading and developing top performing teams.
* A history of leading and supporting successful projects.
* U.S. Citizenship required.
DESIRED:
* MBA or advanced degree in related field.
* Work experience with US Department of Defense.
* May be widely recognized for achievements, technical expertise, and professional standing within selected field.

This position is Hybrid - Remote and will require commuting to a designated office. Hybrid work schedules are determined by the hiring manager based on business need.
