Department: Human Resources

Status: Full-time, Exempt Reports

To: Chief Executive Officer

Salary Range: $125,619.00 – 136,500.00 Yearly

Ocean Financial Federal Credit Union is a faith-based Credit Union providing financial services to the Catholic community and employees of Select Employee Groups since 1969.

Position Location: This position is primarily based in the Rockville Centre Administrative Office location.

Summary The Director of Human Resources is responsible for both administrative and strategic duties. Responsibilities include the ability to plan and administer essential functions such as employee relations, onboarding staff, administering human resources programs, and enforcing Company policies and practices. The Director of Human Resources manages the day-to-day human resource functions of the Credit Union with primary emphasis in areas of policy development, wage and salary administration, performance and appraisal programs, employee relations, employee benefits, recruitment and retention strategies, and record compliance.

Essential Duties and Responsibilities

  • Manages Human Resources Assistant.
  • Ensures that all human resource activities are conducted in accordance with established Credit Union policies, as well as federal, state, and local regulations.
  • Oversees development and administration of new employee orientations and/or exit interviews.
  • Responsible for overseeing employee payroll processing, including review and recordkeeping, adhering to federal, state, and local regulations and human resource best practices.
  • Assists employees with questions regarding payroll, benefits, policies, procedures, etc.
  • Provides leadership in establishing and implementing overall human resource objectives, policies, and plans, including benefits.
  • Counsels management and employees in the interpretation and application of human resource policies and procedures.
  • Develops, recommends, and implements Company policies and procedures and provides guidance on managing policies.
  • Handles communication, interpretation, and update of Employee Handbook and contributes to the development of policies.
  • Maintains the work structure by updating job requirements and job descriptions for all positions. 2
  • Performs tasks required to administer and execute human resource programs including, but not limited to, compensation, benefits and leaves, disciplinary matters, investigations, annual performance reviews, talent management, recognition, building morale, occupational health and safety, and training and development.
  • Works closely with management and employees to improve work relationships and increase productivity and retention.
  • Provides day-to-day performance management guidance to management, e.g., coaching, counseling, career development, and disciplinary actions.  
  • Processes and administers all leave of absence requests including medical, disability, Paid Family Leave, and personal.
  • Guides the administration of employee benefits including medical, dental, vision, life/AD&D, 401(k), pension, short-term and long-term disability, ADA, and PTO.
  • Compiles and reviews data for annual reporting and audit requirements including 401(k) annual compliance testing and audit, annual Company audit, and annual workers’ compensation audit.
  • Manages unemployment claims, garnishments, etc. and handles verification of employment requests.
  • Recruits qualified candidates for vacancies, ensuring that the Credit Union is adequately staffed with competent employees.
  • Manages workers’ compensation claims and abides by OSHA reporting requirements.
  • Conducts effective, thorough, and objective investigations and employee terminations.
  • Conducts initial interviews and gathers information for employee relations matters such as harassment allegations, worker complaints, or other concerns.
  • Handles employment-related inquiries from employees and managers, referring complex and/or sensitive matters to senior management as appropriate.
  • Manages and resolves complex employee relations issues.
  • Manages recordkeeping related to hires, terminations, leaves, transfers, promotions, and benefits.
  • Maintains employee files to ensure accurate recordkeeping for all staff.
  • Performs other duties as required.

Education and/or Experience

  • Bachelor’s degree in Human Resources or a related field preferred plus a minimum of five (5) years’ experience in multiple human resource disciplines including employee relations, performance management, and federal, state, and local employment laws.

   * Exceptional written and verbal communication skills required.

  • Excellent interpersonal and people skills necessary.

Certificates, Licenses, and/or Registrations

  • SHRM-CP or SHRM-SCP preferred.

Computer Skills

  • Microsoft Word and Excel proficiency required.
