Oceanside Mental Health is a men's mental health primary PHP/IOP program in Oceanside, CA. Position Summary

The Program Director Is responsible for the coordination, management, supervision, and evaluation of the organization’s operational program in accordance with the standards set out by the organization. As a member of the leadership team, the Program Director participates in strategic planning, serves as facility intermediary with logistics, transportation, EHR, purchasing, and interviewing/onboarding of staff. The Program Director works within the guidelines, policies, and mission of the organization and will be accountable and responsible for specific projects as assigned by the CEO. The Program Director will facilitate group therapy and carry a small caseload.

Essential Duties, Responsibilities and Core Competencies

The essential functions include, but are not limited to the following:

Job Specifications

  • Ability to recruit, hire, manage, develop, and supervise department personnel. Conduct performance evaluations in compliance with standards.
  • Ability to demonstrate consistent professionalism in the execution of duties and responsibilities.
  • Compliance with Company Policies and Procedures.
  • Provide program management, leadership and oversight for Program assigned staff. Directly supervise operations staff while indirectly supervising all program staff.
  • Provide individual and group program services and training to direct reports in accordance with ASAM and LOCUS standards and guidelines.
  • Where necessary, provide individual consultation to clients, families, and referral sources.
  • Collaborate with Clinical Director to develop clinical programming related to psychoeducation, psychotherapeutic, community recovery engagement and after care recovery discharge planning.
  • Manage the facility, maintain safety, handle emergency preparedness.
  • Follow mandated confidentiality standards and practices.
  • Be aware of and familiarize yourself with community resources and how to link community resources in a MH/SUD program.
  • Participate in professional training and train direct reports as well as other staff.
  • Collaborate with primary care medical providers, coworkers, and outside consultants, as needed.
  • Participate in weekly treatment team meetings and support Clinical Director with updates on justification of level of care with clients. Attend and participate in multidisciplinary client conferences.
  • Attend trainings and workshops as required for professional development.
  • Provide contact with client’s support systems to update progress in treatment especially at the admission phase to allay family’s concerns.
  • Interface, manage, and coordinate client health information. Request modifications and upgrades in the electronic health record system for the company as directed by the CEO.
  • Maintain confidentiality regarding privileged administrative and participant information.

Program Delivery

  • Responsible for the coordination, management, supervision, and evaluation activities of the facility operations in accordance with Company standards.
  • Remain up to date on all new DHCS and JC regulations, standards, and quality assurance/improvement of facilities to be in compliance. Notify managers of new standards to orient and train respective staff accordingly.
  • Responsible for the supervision and management of the data management software (electronic medical records – EMR software).
  • Compile, maintain, and report on monthly, quarterly, and annual program QA statistics to fulfill continuous quality improvement.
  • Analyze trends in the program, identify issues, recommend best practices to Leadership.
  • Implement, manage, supervise, and evaluate all activities related to facility operations.
  • Research, evaluate and advise Leadership on recruitment strategies to expand the number of employees needed to support the program.

Mentoring Programs

  • Be responsive and open to constructive feedback provided in weekly supervision by the facility CEO.
  • Submit assignments and reports delegated by facility administrators in a timely manner.
  • Effectively manage personal time, work assignments, duties and responsibilities

Minimum Qualifications

  • Two to four years of direct supervisory/managerial experience in social drug rehabilitation models (Preferred)
  • Strong problem solving, critical thinking, above average leadership skills to lead managers and lower level personnel.
  • Ability to interact with people of all ages and cultural backgrounds.
  • Ability to work independently and as part of a team.
  • Sound computer skills and familiarity with Google Suite.
  • Effective oral and written communication skills.
  • Ability to work flexible hours.
  • Knowledge of behavioral health treatment related to substance use disorders and dual diagnosis.
  • Good clinical understanding of substance abuse education and treatment, community support and aftercare recovery follow up.
  • Cultural sensitivity and desire to work with an ethnically diverse adult population.
  • Work as a team and co-lead with fellow co‐workers/managers and agency staff.
  • Cultivate and maintain networking relationships with preferred partners/ community service providers.
  • Familiarity with the twelve-step program of recovery (Preferred)
  • Familiarity with co-occurring disorders (Preferred)
  • Must have a negative Tuberculosis test result

Knowledge, Skills, Abilities and Experience

  • Minimum of one year experience in substance abuse or and a minimum of one year of experience in a substance use disorder treatment program or other mental health setting. (Preferred)
  • Knowledge of Joint Commission Standards. (Preferred)
  • Knowledge of Title 9 Licensing Regulations and DHCS AOD Certification Standards (Preferred)
  • Knowledge of State & Federal Statutes Regarding Patient Confidentiality Laws. (Preferred)
  • Demonstrates Proficiency in Verbal & Written Communication Skills.
  • Ability to work as a team member, communication, organizational and interpersonal skills.
  • Ability to work under stressful conditions and be flexible in relation to department needs.
  • Knowledge of current utilized technology and EMR software (i.e. Kipu) (Preferred)
  • Cultural sensitivity and desire to work with an ethnically diverse adult population.

Licenses/Certifications

  • Valid CA Driver’s License/Photo ID
  • Current Adult CPR certification
  • Current Adult First Aid certification
  • Licensed through CA BBS (AMFT, LMFT, ACSW/LCSW, APCC/LPCC), Licensed through APA (Licensed Clinical Psychologist), or Certified through CCAPP, ACCBC/CAADE, or CADTP and in good standing.
  • Currently licensed or expected be licensed in the next 90 days is strongly preferred.
