OVERALL RESPONSIBILITIES
The Specialty Chemical Storage Terminal Maintenance Manager is responsible for leading the maintenance operations of a liquid bulk storage terminal, ensuring equipment reliability, regulatory compliance, and safe, efficient facility operations. This role oversees preventive and predictive maintenance programs, mechanical and electrical system reliability, and contractor management to maximize terminal uptime and operational performance. This position is responsible for the Houston and Charleston facilities.
ESSENTIAL FUNCTIONS
Maintenance Operations & Reliability
- Develop, implement, and manage a preventive and predictive maintenance program to optimize equipment performance.
- Ensure mechanical integrity of storage tanks, piping, pumps, valves, loading arms, and related infrastructure.
- Oversee troubleshooting, repair, and maintenance of electrical, mechanical, and control systems.
- Implement Reliability-Centered Maintenance (RCM) strategies to reduce unplanned downtime and extend asset life.
- Monitor and ensure compliance with industry codes, standards, and best practices (API, OSHA, NFPA, etc.).
Leadership & Team Management
- Supervise, train, and develop the maintenance team, including technicians, supervisors, and contractors.
- Foster a culture of safety, accountability, and continuous improvement within the maintenance department.
- Manage contractor selection, coordination, and performance for maintenance and capital projects.
Compliance & Safety
- Ensure all maintenance activities comply with OSHA, EPA, DOT, and other regulatory requirements.
- Lead safety inspections, audits, and training programs to maintain a safe working environment.
- Participate in incident investigations and implement corrective actions to prevent recurrence.
Budgeting & Resource Management
- Develop and manage the maintenance department budget, optimizing costs without compromising reliability.
- Oversee procurement of spare parts, equipment, and services, ensuring cost-effective inventory management.
- Implement CMMS (Computerized Maintenance Management System) for efficient work order tracking and asset management.
Project & Facility Upgrades
- Plan and execute maintenance projects, equipment upgrades, and capital improvement initiatives.
- Collaborate with engineering teams to evaluate and implement new technologies for operational efficiency.
- Support terminal expansions, modifications, and new equipment installations.
OTHER FUNCTIONS
- In case of absence, the employee’s supervisor will assume and/or assign responsibility for this position’s duties.
- Support Terminal Business Continuity Plans as needed.
- Perform other job-related duties as assigned.
MINIMUM QUALIFICATIONS
- Bachelor’s degree in Engineering (Mechanical, Electrical, or related field preferred).
- 5 years of experience in industrial maintenance, chemical storage, or liquid terminal operations.
- Strong understanding of preventive/predictive maintenance, reliability engineering, and asset management.
- Experience leading maintenance teams and contractor/vendor management.
- Proficiency in CMMS, asset reliability tools, and industrial automation/control systems.
- Knowledge of industry regulations (OSHA, API, NFPA, EPA, PSM).
- Strong analytical, problem-solving, and leadership skills.
- Proficiency in Microsoft Office (Excel, Word, PowerPoint) and maintenance software.
PHYSICAL & WORKING CONDITIONS
- Work in both indoor and outdoor environments, including exposure to hazardous chemicals and extreme weather.
- Ability to wear required personal protective equipment (PPE) and work in confined spaces or elevated areas.
- Frequent walking, standing, climbing ladders, and lifting up to 50 lbs.
- Travel to other terminals or project sites as needed (10-15%).
