Position Summary
Odyssey Systems has an exciting opportunity for a Principal Program Manager supporting the Air Force Life Cycle Management Center/PEO Electronic Systems Directorate (AFLCMC/HB), specifically within the International C2 and Sensors Division (HBN). This role focuses on managing Foreign Military Sales (FMS) programs within the Joint Targeting Architecture Software Systems Branch.
AFPEO/HB oversees modernization, development, testing, fielding, and sustainment of a portfolio of over 130 programs for the United States Air Force and allied nations. The Electronic Systems Directorate is headquartered at Hanscom AFB, MA, with CONUS and OCONUS units.
This is a full-time position located at Hanscom AFB, MA, and requires the incumbent to reside within approximately 60 miles of the base. Onsite presence is required 3 to 5 days per week.
Responsibilities
In this Advisory and Assistance Services (A&AS) role, you will provide expert-level support to Department of Defense (DoD) programs by assisting government leadership with decision-making, planning, and execution throughout the acquisition lifecycle. You will apply your technical and/or professional expertise to ensure compliance with applicable policies and regulations, contribute to mission success, and help deliver critical capabilities to the warfighter.
Duties include, but not limited to:
Manage FMS acquisition and execution in accordance with DoD policies, including SAMRS and DSAMS
Collaborate with SAF/IA, AFSAC, DSCA, FDO, AFLCMC/WFNFM, and other FMS stakeholders
Lead DoD acquisition planning efforts: industry days, source selection, RFP development, and contract preparation
Support program reviews, design reviews, Interface Control Working Groups (ICWGs), PARs, and case meetings
Serve as a non-decisional representative to foreign partners including MODs, ODCs, and foreign military representatives
Evaluate and recommend solutions for cost, schedule, and performance execution challenges
Develop and deliver program status briefings to US and international senior leadership
Coordinate multidisciplinary teams across engineering, logistics, and program management
Create customer briefings for industry and international stakeholders
Travel to CENTCOM, OEM sites, and other CONUS/OCONUS locations as required
Interpret program schedules and support milestone planning and review
Work independently and proactively support mission objectives, especially during Government PM absence
Qualifications
Citizenship: Must be a US citizen
Minimum Required Qualifications
Clearance:Active Secret Clearance
Education: BA Degree or an additional 5 years of relevant Experience
Years of Experience:10 years of relevant acquisition and program management experience
Preferred Qualifications
Education: Masters Degree
Years of experience: 15 years of relevant experience
Technical Skills
Proficiency in Microsoft PowerPoint and Excel
Familiarity with LOA (Letter of Offer and Acceptance) development and FMS tools
Interpersonal Skills
Experience engaging with foreign military representatives across officer and enlisted ranks
Cross-cultural communication skills and international exposure
