Odyssey Systems has an exciting new opportunity providing Advisory and Assistance Services (A&AS) as an SDA Space C2 Acquisition Program Manager supporting the Space Command and Control (Space C2) Program as part of the Sensor System Support (S3) contract supporting the United States Space Force Space Systems Command's Battle Management Command, Control and Communications Acquisition Delta (USSF SSC/BCC).
Work is performed in downtown Colorado Springs, CO with the opportunity to telework 2-3 days per week at the discretion of the Government.

The Battle Management Command, Control, and Communications Acquisition Delta executes system acquisition, modernization, and sustainment for Space C2 systems including the Mission Processing System (MPS), Space Mission Platform (SMP), Common Framework Environment (CFE), Non-traditional Data Pre-processor (NDPP) and SPARTAN/Space Data Highway network infrastructure. These systems support the Space Domain Awareness (SDA) mission by ingesting, processing, and distributing data from Department of Defense, Intelligence Community, commercial, and coalition space surveillance sensors. Activities include acquisition program management, system and subsystem engineering, maintenance and supply support, and fielding.
Responsibilities
An A&AS contractor is a knowledgeable and trusted advisor to the Government. As an SDA Space C2 Acquisition Program Manager, you will work closely with and provide support to the Government Space C2 Program Manager for all aspects of program management with a focus in contract finance, execution, program execution and performance. You will support the Distributed Space Command and Control (C2) System – Dahlgren (DSC2-D) program portfolio of C2 systems. The DSC2-D portfolio is part of the US Space Force’s Cross Mission Data (XMD) branch. Duties include, but are not limited to:
- Support planning and execution of all product support elements in the development, modification, upgrade, and sustainment of command-and-control system hardware and software
- Provide programmatic support for DSC2-D initiatives in conjunction with the SDA mission
- Conduct analysis of project and program data and requirements
- Perform the programmatic oversight for the portfolio as directed by the Program Manager. Experienced with the oversight of and reporting on project cost, schedule, and technical performance, risk and risk mitigation.
- Perform financial analysis, budget planning, and forecasting and other inputs associated with contract performance, project/program performance, estimates
- Review and provide comments/input to the development of overarching system design documentation to include technical requirements documents (TRD); capability description documents (CDD); capability production documents (CPD); interface control documents (ICDs); and system specifications
- Ensure technical and support requirements are addressed as part of all system modifications
- Provide recommendations to lower the Life Cycle Cost and improve system readiness of systems
- Develop, plan, and implement product support strategies and analysis for technology demonstrations, prototyping, and system test and evaluation activities
- Track development and sustainment risks in support of Government activities; develop and execute technology insertion and risk reduction strategies, studies, and recommendations to mitigate identified risk conditions
- Coordinate and lead resolution of portfolio programmatic, technical, and system issues and deficiencies with prime contractors, depot contractors other support contractors; monitor contractor performance during development, test, and fielding
- Support acquisition planning and release activities, to include requirements development and request for proposals (RFPs). Familiarity with government acquisition and proposal processes and documentation helpful, to include RFI, RFP, BOE, SOW, Acquisition Plans, etc.
- Assist with translating user requirements into statement of work objectives documentation
- Provide relevant input to acquisition planning activities, upgrades and modifications, and studies and interface with stakeholders, contractor personnel, and product integrators
- Travel to CONUS and OCONUS locations upon Government direction
- Other duties as required and requested by the Government within the constraints of the S3 contract
Qualifications
Citizenship: Must be a US citizen
Minimum Qualifications:
Clearance: Active TS/SCI clearance
Education: Master's degree in Computer Science, Software Engineering, Information Systems Management, Business or Engineering Management or a related discipline
Experience: 8 years of relevant experience in a similar role as a government contractor supporting Department of Defense or Intelligence acquisition or sustainment organizations
Other: Familiarity and proven work experience with DoD Acquisition Program Management, including DoD 5000.02 processes and requirements
Preferred Qualifications:
Certifications: DAWIA Acquisition Program Management Level II/III or PMP

- Understanding of and experience with government financial and contract management processes and systems
- Strengths in government finance and contracting practices.
- Knowledge of and experience with Agile Systems implementation
- Great interpersonal skills within a professional environment, positive attitude, and ability to work through tough interpersonal and technical issues in complex inter-agency teams across a distributed environment.
- Technical and mission awareness of space domain awareness data systems
- Demonstrated experience successfully executing major project/program efforts, providing expert advice to colleagues, and presenting innovative recommendations for advancing programs and/or methods

Travel: Up to 25% to CONUS and OCONUS locations upon Government direction
