This position is located in the Office of the State Superintendent of Education (OSSE) in the Division of Data, Assessment, and Research (DAR) on the Data Governance team. OSSE is the State Education Agency for the District of Columbia, charged with raising the quality of education for all DC residents. Within OSSE, DAR is responsible for using data to measure and communicate student success. We strive to develop data and measurement systems and resources, produce actionable data, and to conduct research that increases the capacity of our stakeholders to initiate and drive policy decisions and implement and evaluate successful programs that improve students’ educational opportunities and outcomes. DAR’s Data Governance team oversees OSSE’s data governance practice, implementing inventive ways both to protect student privacy and ensure that OSSE is able to use data in ways that benefit children in families in the District. The management analyst will provide analysis and documentation pertinent to a robust data sharing practice, including formulation, implementation, monitoring, and continuous improvement, particularly related to written data sharing agreements.
Duties and Responsibilities
Works closely with management and project teams to carry out highly complex management studies dealing with work measurement, methods, and procedures, time standards, and/or benchmarking to identify root or systemic causes and problems, and propose solutions to improve efficiencies. Analyzes and reviews documentation procedures and controls. Plans, organizes, analyzes, evaluates, and provides technical oversight to data analysis and business process review projects through application of project management principles, practices, and techniques. Develops, plans, and schedules, estimates resources requirements, defines milestones and deliverables, monitors activities, and evaluates and reports on accomplishments. Identifies alternative solutions to problems in assigned projects.
Conducts analysis of the most complex business problems. Works with management to apply findings and recommendations to develop agency strategies and corresponding business objectives. Assesses program objectives, goals and deliverables. Makes recommendations regarding the planning and managing of programs to enhance the quality of services and accomplishment of expectations. Observes and analyzes programs to verify reported information and to review compliance with guidelines or objectives. Works cooperatively with various levels of staff to meet development needs. Meets with representative to review proposed projects and activities. Demonstrates continuous efforts to improve operations, decrease unaccomplished project measures, streamline work processes, and enhance the delivery and quality of internal and external customer service. Prepares written reports summarizing data findings, recommendations, project management, and others as defined. Recommends improvements or solutions to problems, or determines appropriate actions to resolve issue.
Qualifications and Education
Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Examples of specialized experience includes: Concision and clarity in verbal and written communication (for both technical and non-technical audiences); Commitment to diversity, equity, and inclusion in all aspects of the work; Knowledge of FERPA, data sharing agreements, data privacy principles, data governance implementation, and data policy.

Duration of Appointment: This is an Education Service (ES), “At-Will” Appointment. All positions and appointments in the Education Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Pay Plan, Series, Grade: CS-0343-13
Promotion Potential: No known promotional potential.
Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.
Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Emergency Designation: This position is designated as emergency and you are agreeing to adhere to the policies in sections 1271 and 1274 of DPM Chapter 12, regarding Essential/Emergency employees. As an emergency employee, you will be required to either report to work, stay at work, or telework (if directed to do so) during a declared emergency or during a period of non-emergency where your duties have been deemed as critical District government functions/operations. You may be required to perform other duties outside of your position description during a period of a declared emergency (such as manual labor, shelter services, etc.).
