JOB SUMMARY

Located in the nation’s capital, The Office of the Attorney General (OAG) is the chief legal office of the District of Columbia. OAG enforces the laws of the District, defends, and provides legal advice to the District’s government agencies and protects the interests of the District’s residents. This position is located in the Human Resources Office within the Immediate Office.

The Human Resources Office is responsible for providing personnel and management advisory services regarding OAG human capital resources in support of programmatic operations to achieve operational goals and objectives. The primary purpose of this position is to provide technical and administrative support and assistance in different areas within the human resources administration, to include but not be limited to, paid leave and unpaid leave; American with Disabilities Act (ADA) and Family and Medical Leave Act (FMLA) requests; document productions, filing, and maintenance.

DUTIES AND RESPONSIBILITIES

The Human Resources Leave Specialist will oversee and administer leave requests and accommodations requiring specialized attention, particularly those arising under the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), Paid Family Medical Leave (PFML), Workers’ Compensation and local leave laws. The incumbent in this position will be responsible for communicating with employees regarding their needs for leave and/or modified work schedules and ensuring submission and completion of all required documentation. Managing and ensuring smooth and timely return to work and maintaining communication between employees and their managers during leave within reason. Advising managers and employees on leave laws with paid time off, workers compensation, and short-term and long-term disability benefits. Reviewing all advance leave and leave without pay requests for final approval.

Additional responsibilities will include but are not limited to working with timekeepers and agency payroll specialist to ensure time entry accuracy for employees’ FMLA designations. Facilitates other leave requests, which may include accommodation requests under the ADA, PFML, District leave bank, OAG Voluntary Leave bank. Drafts and/or recommend revisions to company leave policies to ensure compliance with federal, state, and local laws and regulations. Maintains complete and accurate records of leave and accommodation requests in accordance with specified legal state and federal requirements and documentation of best practices. Manages employees’ leave files by ensuring files are updated, in order, accurate and properly documented. Maintains bi-weekly tracking reports concerning employee leave and time and labor status.

QUALIFICATION AND EDUCATION

Applicants must possess at least one (1) year of specialized experience that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. To be creditable, Specialized Experience must be equivalent to at least the next lower grade level.

Bachelor's degree and four (4) years of Human Resources experience preferred.

Work is normally performed in an office environment.

POSITION DESIGNATION: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit checks, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

RESIDENCY PREFERENCE: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
