This position is located in the Office of the Office of the Budget and Performance Management, the Office of the Cit Administrator (OCA). The OCA has direct oversight over all executive-reporting agencies and is responsible for the day-to-day management of the District government, setting operational goals, and implementing the legislative actions and policy decisions of the Mayor and DC Council.
The Lab @ DC is a scientific team in Mayor’s administration within the Office of the City Administrator. The Lab was created because DC residents deserve a government that asks questions, tests policies, and iteratively improves how it serves the community. The Lab @ DC approaches its projects in four ways, often used in combination to maximize impact and make the most of our learning opportunities: randomized evaluations; predictive modeling; civic design; and administrative data analysis. The team also supports DC government leadership with using evidence to make informed policy and budget decisions.
Incumbent is responsible for advising on and overseeing the implementation of The Lab’s priorities, including fulfilling the strategic vision of applying insights from research literature, data analytics, DC residents, and a variety of scientific approaches to advance District priority goals. Incumbent assumes responsibilities of the Director of The Lab @ DC as designated by the Director or in the Director’s absence.
Duties and Responsibilities
As the Deputy Director of a small, agile scientific team, incumbents shares many leadership responsibilities with the Director of The Lab @ DC. With the Director, incumbent is responsible for The Lab’s strategic direction, project delivery, research team infrastructure, and support of personnel and teamwide culture. With the Director, incumbent creatively and strategically provides insight on how research literature, input from residents, and practices from the private sector can be transformed into policy and program designs through the District’s annual budget formulation process and other policy decisions year round.
With the Director, incumbent serves as the senior advisor to interdisciplinary project teams, pushing them to achieve the highest levels of quality, transparency, and timeliness in their work, while responding to real world constraints and tradeoffs. With the Director, incumbent oversees the operations of The Lab and its intersections with its parent agency (OCA) for team budget management, procurement, personnel needs, and recruitment with a specific focus on working collaboratively to address high-level obstacles to project success. With the Director, incumbent supervises staff members up to MS/CS 14s levels and below, providing exceptional leadership, direction, and feedback on individual and group performance.
Qualifications and Education
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade level in the normal line of progression.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, Suitability – Security
