What are the responsibilities and job description for the Performance and Data Analyst position at Ofc of the City Administrator?
This position is in the Office of the City Administrator (OCA), Office of Budget and Performance management (OBPM). The OCA has direct oversight over all executive-reporting agencies and is responsible for the day-to-day management of the District government, setting operational goals and implementing the legislative actions and policy decisions of the Mayor and DC Council. The OCA is also responsible for preparing the District's annual operating budget; and providing direction to all agencies to ensure they are meeting the needs of District residents on behalf of the Mayor.
The incumbent is responsible for data analysis, strategic planning, and development and execution of monitoring and accountability tools. Incumbent provides business intelligence and data visualization support and various data analysis services that include, but are not limited to, exploratory data analysis, data visualization, and Tableau report development.
Duties and Responsibilities
Collects, analyzes, and reports data visualizations of key performance data for District agencies and initiatives. Collects quantitative and qualitative data; and works with management staff to identify areas of improvement and concern. Evaluates the effectiveness of select District of Columbia programs and services. Examines and develops a variety of background information for use in presenting factual and statistical data for special projects and/or reports. Monitors key initiatives funded by the American Recovery Plan to strengthen agency accountability and maximize the use of federal funding while minimizing the probability of waste, fraud, and abuse. Collaborates with District agencies to develop meaning key performance indicators that measure the initiatives’ impact on District residents. Participates in the development and review of annual performance plans, including the development of strategic objectives and key performance metrics. Participates in the creation of data visualizations to identify trends and forecast possibilities. Provide analytical support and data-driven strategies to drive innovative solutions to service delivery. Develops and analyzes data visualizations on a variety of topics to help analyze performance in priority areas.
Qualifications and Education
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Work is normally performed in an office environment. Occasionally, the incumbent may be required to visit various locations within the District of Columbia.

Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.
Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
