Summary

This position is located in the U.S. Department of Labor (DOL), Office of Disability Employment Policy (ODEP), Office of the Assistant Secretary for Disability Employment Policy.

This position is outside the bargaining unit.

  • Serves as a Senior Advisor to the Assistant Secretary responsible for providing in-depth analysis, advice and consultation to the Assistant Secretary on current public policy, national policy priorities, national policy collaboration, national policy development and program policy coordination of a variety of employment and employment-related policies for individuals with disabilities.
  • Participates with the senior members of ODEP staff, the Assistant Secretary and Deputy Assistant Secretary in providing executive and interagency coordination in national disability policy development and implementation.
  • Conducts analyses of developing administrative and legislative initiatives, promulgating substantive regulatory changes, developing interpretive materials, analyzing precedents and other policy rulings, and tracking regulations dealing with disability and employment policy areas common to Federal employment related service programs.
  • Consults with a broad range of officials of Federal disability programs and policy offices, individuals with disabilities, consumer and constituent representatives, and nationally recognized experts on a regular basis on disability policy issues and concerns relating to the employment status of individuals with disabilities.
  • May be required to draft, review or edit policy documents before forwarding to Assistant Secretary and Deputy Assistant Secretary for approval and dissemination.
  • Participates in the analysis of proposed legislation and / or the development of legislative proposals to identify existing gaps and anomalies; point out problems not resolvable administratively; evaluate the effect of changes to the various programs and systems; evaluate the effect of proposed and adopted legislation with regard to impact on different levels of the services / systems available to individuals with disabilities, and determines administrative feasibility.
  • Provides leadership in the development and implementation of major projects. Recommends policy positions to the senior staff members and to the Assistant Secretary and Deputy Assistant Secretary on substantive national employment and disability policy issues.
  • Provides leadership, as directed by senior staff, on issues or projects that substantially involve issue areas with multiple agencies, legal counsel in various administrative agencies, and various other Federal, State, local, and private sector organizations.
  • Reviews completed policy products for soundness of recommendations and conformance with other relevant national disability policy.
  • Develops solutions to problems disclosed from studies and provides consultation and advice on issues and options.

  • Qualifications

    Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

    Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level, GS-14 in the Federal Service. Examples of specialized experience includes all of the following :

  • Performing research, analysis and problem solving of organization-wide issues,
  • Providing consultation on national and public policies, substantive work dealing with interpretations of disability laws, regulations, or policy.
  • Making recommendations to executive management based on the analysis of policy issues.
  • Presenting organization-wide concerns before senior level management and / or external leadership.
  • A writing sample may be requested at the time of the interview.

Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

    Supervisory Financial Disclosure (If applicable) : This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.
