Job Description

Background on Project:
As Government Relations, we provide situational awareness to elected officials during activations and high-profile events, or incidents of particular interest to local officials. We coordinate the agency's legislative activities including bill tracking, information sharing, elected official interactions, international exchanges, city council hearings, and strategic planning.

The Government Relations fellow would be supporting the team and would work directly on these projects. In the past, fellows were given the opportunity to work on these projects, such as creating the NYCEM legislative tracking database, bi-weekly legislative update, policy memos, and an introduction to legislation workshop for agency staff.

Description of Project/ Intern Responsibilities:
The NYCEM Government Relations team tracks legislation and works with elected officials before, during, and after emergency events to serve their constituents. This team also oversees the management of City Council hearings on topics ranging from emergency response for specific events to overall agency oversight. The increased attention to emergency response because of COVID-19 and frequent natural and man-made disasters has put a spotlight on emergency management and has increased the number of laws and policies introduced, making legislative tracking more challenging than it has been in the past. The Government Relations intern would help the Government Relations team develop and maintain new analytical tools that focus on elected official engagement, policy analysis, and streamlining reports the team produces on behalf of the agency. Lastly, the intern will support the Government Relations team in day-to-day activities as needed.


Minimum Qualifications


For Assignment Level I:
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.
For Assignment Level II (Information Technology):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.

SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
