General Nature of Work

Gilmer County is seeking a highly motivated and experienced professional to, under the supervision of the EMA Director, direct, manage and oversee the Countys emergency management functions; coordinates and supervises the activities of operational and administrative staff engaged in the planning, organizing and conducting of operations for the mitigation against, preparedness for, response to, and recovery from major emergencies and disasters in the County.

JOB RESPONSIBILITIES

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Directs departmental operations and activities; organizes and prioritizes workload; makes work assignments; monitors status of work in progress; inspects completed work; provides guidance, assistance and training; answers questions regarding policies and procedures; assists subordinates with complex situations.
  • Directs the development, coordination and implementation of comprehensive plans, procedures and systems to ensure and efficient and effective response to both natural and man-made emergencies and disasters of critical significance throughout the County; oversees and conducts vulnerability analysis and risk assessments taking into account all County residents and resources.
  • Acts as Incident Commander during Emergency Operations Center (EOC) activations; directs and coordinates incident command, damage assessment, search and rescue, debris removal, emergency shelter, and restoration of critical services and utilities; remains on-site at the EOC for the duration of the emergency activation as directed.
  • Develops, coordinates and conducts training programs for both internal and external agencies; directs and evaluates departmental in-service training; assists the public in developing emergency plans and testing of the same; develops and provides testing for emergency procedures and contingency plans; oversees the assessment of community and organizational needs to determine public safety training and exercise programs.

  • Conducts year-round public education campaigns to promote the importance of emergency preparedness in the community; assists business, industry, school and community groups with coordinating, preparing, development, training and testing of emergency plans and procedures; prepares and conducts presentations and develops written materials regarding a variety of emergency preparedness information; answers questions; communicates and interacts with senior elected officials, senior municipal and County government appointed officials, business and industry leaders and community groups.
  • Coordinates mutual aid support with surrounding cities, counties and the state; reviews and updates mutual aid procedures and agreements; develops, plans and conducts internal and multi-agency emergency exercises to evaluate planning and preparedness; cooperates with federal, state, and local law enforcement, emergency management, and/or other agencies as necessary.
  • Interprets and ensures compliance with local, state and Federal rules, regulations and standards concerning emergency management, homeland security program development and hazardous materials incidents; collects, maintains, analyzes and interprets data; provides recommendations and guidance to command level decision makers; directs the notification of operational emergency response organizations and activates public notification systems.
  • Maintains the County's EOC; directs the development, purchase, testing, training and initiation of early warning and public broadcast systems and information programs; directs the preparation and implementation of written procedure manual; oversees the integration, operation, and maintenance of EOC systems and equipment, including training exercises.
  • Manages department financial resources; develops, defends, and implements departmental budget, including establishing priorities for capital and material requirements; monitors expenditures to ensure compliance with approved budget; reviews and approves all financial documentation.
  • Participates on the Local Emergency Planning Committee to identify chemical hazards in the community, develop emergency plans, and develop prevention strategies; identifies related training needs.
  • Represents the County at state and local meetings, conference calls, conferences and committee meetings.

  • Responds to all major/critical incidents and/or disasters; implements emergency response and disaster recovery plans; requests and directs additional emergency personnel, other divisions, departments, outside agencies, or others as needed; assesses/evaluates incident scenes, determines necessary manpower allocation, and ensures utilization of proper methods to ensure the safety of the public and emergency personnel; facilitates communication of employees, citizens, volunteers, local government agencies, etc.
  • Supervises and monitors the actions of the volunteer programs; organizes and coordinates local training for Volunteer Search and Recovery Squad.
  • Prepares or completes various forms, reports, correspondence, memos, emergency operational plans, and other documents; training reports, compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
  • Receives various forms, reports, correspondence, emails, budget documents, weather reports, GEMA grants, hazardous materials reports, after action reports, policies, procedures, manuals and other reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
  • Operates emergency equipment; operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, Internet, email, or other computer programs; performs basic maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner.
  • Communicates with the EMA Director, County Chairman, Public Safety Director, elected officials, officials from other governments, state/federal agencies, employees, other departments, consultants, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
  • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends seminars, conferences, workshops and training sessions as appropriate.

ADDITIONAL FUNCTIONS

  • Performs general/clerical tasks, which may include answering telephone calls, entering data into computer, making copies, sending/receiving faxes, or filing documentation.
  • Performs other duties as required.

  • Data Utilization: Requires the ability to coordinate, manage, and/or correlate data. Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analysis to determine necessity for revision of organizational components, and in the formulation of operational strategy.
  • Human Interaction: Requires the ability to function in a directors capacity for a major organizational unit requiring significant internal and external interaction.
  • Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions. Operates a personal computer, general office or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software
  • Verbal Aptitude: Requires the ability to utilize consulting and advisory data and information, as well as reference, descriptive and/or design data and information as applicable.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
  • Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.
  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in critical and/or unexpected situations involving moderate risk to the organization.

ADA COMPLIANCE

  • Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.
  • Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.

MINIMUM QUALIFICATIONS

  • A high school or a general education equivalency diploma is required.
  • Bachelor's degree in public safety, emergency management, homeland security or Certified Emergency Manager designation is preferred; supplemented by three (3) year(s) of progressively responsible management experience in law enforcement, emergency management and response, homeland security or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Must possess and maintain Certified Emergency Manager designation within 24 months of employment. Must possess and maintain a valid drivers license.
