SALARY
$113,736 to $139,656 per year. Starting salary may be between the minimum and maximum salary range provided, based on qualifications.
GENERAL PUPOSE OF POSITION
The Director, Office of Technology Services (“CTO”) is responsible for the day to-day activities of the Office of Technology Services (“Office"). The CTO is also responsible for managing OHA’s information systems infrastructure, for preserving technology assets in a secure environment, and for managing its technology investments in a fiscally responsible manner. The CTO recommends technology solutions to support new initiatives and emerging organizational models of performance and service.
ESSENTIAL FUNCTIONS & RESPONSIBILITIES
1. Office Direction
1. Ensures that Office activities, projects, and investments are aligned with strategic priorities and directives of the Chief Executive Officer (“CEO”) and the Chief Operating Officer ("COO").
2. Communicates with the COO regarding internal and external technology issues, trends, and ongoing professional observations that may bear on their strategic and operational decision-making.
3. Develops, evaluates, implements, maintains, reviews, and documents standards, service level agreements, and policies and procedures for information technology and services.
2. Projects and Operations
1. IT Infrastructure, Network Engineering and Security
1. Develops long-term technology plan and provides recommendations to the COO that takes into account OHA’s Strategic Plan and Operational Plan implementation requirements, internal and external technology trends, and OHA’s future needs.
2.Assesses, develops, proposes, and implements enterprise-wide information technology standards; develops, proposes, and implements enterprise-level advisory, review, and/or executive-level review processes for approval of technology projects, and ensures compliance. Recommends, reviews, implements, and maintains IT service delivery standards, policies, and procedures.
3. Reviews all computer-related purchases and other proposals related to information technology. This includes reviewing contracts to ensure compliance with IT standards as well as gathering third-party non-disclosure agreements. Collaborates with Administrative Services personnel to develop and monitor IT budgets (short-term, Iong-term, work plans) and related expenditures. Prepares and evaluates RFPs related to information technology.
4. Conducts business analyses and develops and/or procures off -the-shelf products and/or customized applications that achieve agreed upon business objectives. Provides technical assistance, training, and follow-up support services to ensure successful implementation.
5. Researches and evaluates new technologies, methods, products, and performance tools; provides analyses and recommendations to the COO.
6. Designs, builds and maintains network infrastructure including wiring, network interfaces, and connectivity devices (routers and switches). Implements new connectivity technologies (wireless, Bluetooth, etc.). Ensures network integration and connectivity to other LAN and mainframe systems, as well as design, implementation, and maintenance.
7. Plans, evaluates and implements changes and improvements to the information network to ensure reliable and consistent service. This includes the continued update of internal or external datacenter and network diagrams, flowcharts, ports, metrics, scorecards, and maintenance logs as well as updating lists of system architectures/infrastructures, application servers, databases and interconnections (data sharing) with other systems. Works with vendor representatives to determine causes of system failures, resolve performance issues, and arrange for preventative maintenance and other required services.
8. Responsible for developing ongoing programs to troubleshoot, configure, repair, and maintain computers, servers, and miscellaneous computing devices.
9. Develops and maintains security systems and procedures to safeguard intellectual and physical property as well as the OHA network. This includes but is not limited to working with OHA data owners, appropriate Administrative Services personnel, remote access users and/or third parties through the performance of the following tasks (supporting documentation should be maintained for review, where applicable):
- Security updates, including applying and tracking all patches
- Assignment of data classifi cations
- Data back-ups, including restoration evaluations
- Business continuity plans
- Physical inventories of hardware and software
- Capacity planning
- Password protection
- Data encryption
- Logical authentication controls, including remote users
- Software and internet monitoring
- Virus and ransomware protection
- Anti-phishing campaigns
10. Identifies and neutralizes network security risks. Prepares analyses and risk management reports that document the identification of risks mitigating controls, recommendations, and follow-up measures to ensure the proper implementation of recommendations. Assigns, communicates evaluates, and reports levels of alerts to appropriate Administrative Services personnel and information owners. Works with appropriate Administrative Services personnel and the Senior Legal Counsel to collect and review internal and/or external security threats. Maintains hardware replacement schedule to ensure operational efficiency throughout the organization. Responsible for installation and maintenance of all computer and communications products and software. Coordinates installation and maintenance tasks.
11. Develops, implements, and maintains procedures, standards, and reports for monitoring, tracking, diagnosing, analyzing, and resolving hardware, software, and network problems.
2. System Administration, End-User Support, and Training
1. Consults with all internal stakeholders to develop and implement Service Level Agreements for major projects based upon specific business needs. Collaborates with users and teams to develop and implement operations, security, and communications systems to address business needs.
2. Trains end users with respect to Information Systems (IS)/IT policies and procedures and in the use of application software.
3. Represents the organization on information technology-related meetings.
4. Develops, implements, and maintains ongoing programs to train and assist end users in the use of OHA computers, communication systems, and software applications. Oversees administration of the Helpdesk program.
5. Develops, implements, and maintains procedures, standards, and reports for monitoring, tracking, diagnosing, analyzing, and resolving problems.
3. Management
1. Makes hiring and other personnel recommendations for the Office.
2. Ensures that Office staff share information and insights, use collaboration as needed to explore issues and/or solve problems, and demonstrate shared responsibility for office performance. Takes whatever actions are required to positively replace behaviors and/or persons when necessary.
3. Performs supervisory tasks, such as leave time approvals, performance reviews, coaching, training, and related employment decisions.
4. Fully supports in action, language, behavior and performance the priorities, decisions, and directives of the COO and/or the CEO.
5. Regular attendance on a daily basis is required for this position.
OTHER DUTIES/RESPONSIBILITIES

MINIMUM QUALIFICATIONS
Education, Training and/or Experience
1. Graduation from an accredited four (4) year college or university with a bachelor’s degree in business administration, computer science, Information Systems, or a related field. A graduate-level degree is highly desirable.
2. Ten (10) years of progressively responsible work experience in broad-based IT operations, including the strategic application of technologies in complex, matrixed organizations; perform and understand network administration and project management; write clear and comprehensive reports and other documents; read and interpret complex written materials; and solve complex problems logically and systematically.
- Five (5) years of director-level management experience in the IT fi eldthat involved supervision of professional IT staff and responsibility forthe development, management, execution, and coordination of ITpolicies and activities.
- Five (5) years of progressively responsible specialized workexperience in computer systems analysis which involved the analysisand design of systems of electronic processing of data; storedcomputer programming experience which included participation insystems analysis; or project management experience which involvedsystems design and project implementation of LAN system, whichincluded responsibility for LAN systems installation, operation,maintenance, problem resolution and troubleshooting support in a PCand Mac environment, and analyzing situations and other pertinentinformation required to solve problems and/or to determine andrecommend appropriate courses of action. Such experience must havedemonstrated the ability to elicit information orally and in writing, applyproblem-solving methods and techniques, identify alternatives, usejudgment in determining appropriate alternatives, and prepare clearand concise written reports and recommendations for action. Suchexperience must also have involved an attention to detail, strictadherence to procedures, prudent judgment in the face of unforeseenproblems, and the timely execution of tasks when deadlines arepresent.
- A CompTIA Network , Microsoft 365 Fundamentals, Cisco CCNA, orequivalent certifi cation may be substituted for (1) year of the GeneralExperience required.
- A CompTIA Security , Microsoft SCI Fundamentals, Cisco CCNASecurity, or equivalent certifi cation may be substituted for (2) years ofthe General Experience required.
- A master’s degree from an accredited college or university may be substituted for one (1) year of the General Experience required.
- A Ph.D. degree from an accredited college or university may be substituted for two (2) years of the General Experience required.
- Excess Specialized or Supervisory Experience may be substituted for General Experience on a month-for-month basis.
3. An equivalent combination of experience and education may be considered.
