JOB SUMMARY: This position is a Supervisory IT Specialist (Deputy Director) assigned to the IT Operations and Engineering Division, Office of Technology and Data Services (OTDS), Intelligence Enterprise Readiness, Office of Intelligence and Analysis (I&A), Department of Homeland Security (DHS).
The IT Operations and Engineering Division serves as the central hub for day-to-day management activities for the Office of Technology and Data Services operations related to intelligence support. Manages and automates processes to improve efficiencies and deliver IT capabilities to customers in a secure and cost-effective manner. Analyzes, evaluates, and verifies existing processes and procedures and provides options for improvements and efficiencies with internal and external U.S. Government partners.
The proposed position will provide oversight and continuity between the Division Director and the related Branch activities.
DUTIES INCLUDE: As the DHS Office of Intelligence and Analysis, Office of Technology and Data Services, Deputy Director, oversees and leads execution of all Team efforts, including, but not limited to:
- Responsible for directing and guiding the budget activities.
- Overseeing the team’s commitment and adherence to agile business practices with stakeholder engagement.
- Schedule development and monitoring, and coordination with interagency partners.
- Performs other duties as assigned.
KEY REQUIREMENTS:
- Must be able to obtain/maintain a Top Secret/SCI Security Clearance.
- Overtime may be required in response to a significant event.
- Must be a U.S. Citizen.
- Occasional Travel - Overnight travel may be required.
- Incumbent is subject to pre-employment and random drug testing.
- Employee may be deemed an essential employee and may perform “exempt” activities during a lapse in government appropriations.
QUALIFICATIONS AND EVALUATIONS:
Specialized Experience:
To qualify for a GS-15 position, the candidate must possess at least one year of specialized experience, equivalent to the GS-14 level in the Federal service, or comparable experience not gained through federal service, in applying skills in managing portfolios, introducing new technical practices to operations where precedents do not exist; assessing programs to determine where data and technology can be applied to make improvements in efficiencies and operations; planning and implementing new operational programs; and providing leadership to large and complex organizations.
In addition to the specialized experience described above, you must have related experience in each of the competencies listed below which must be supported by the information contained in your resume and other application materials:
1. Proven IT management/operations support and working with other IC agencies
2. Expert ability to create strategic product roadmaps and transition plans, prioritize work, drive work and manage deliveries of cross-functional projects
3. Excellent ability translating, and presenting, very technical briefings to non-technical audiences
4. Demonstrated ability to work effectively as a member of a wider team through partnership, collaboration and influencing across the relevant business, technology and budgeting functions, and partnerships with leads in other technology domains.
5. Ability to communicate orally and in writing.
