Summary

This position is in the Office of the Chief of Staff, Office of Intelligence & Analysis. The incumbent serves as the Deputy Chief of Staff, performing a variety of assignments, including those of a confidential nature involving complex problems and special projects spanning multiple areas under the jurisdiction of the Under Secretary for Intelligence & Analysis (I&A).

Duties

As a Deputy Chief of Staff, GS-0301 -15 your typical work assignments may include :

  • Serves as an expert advisor to the Under Secretary for I&A and other senior management officials on matters relating to intelligence and analysis programs and policy for the Department.
  • Develops, evaluates, manages, and analyzes project proposals. Monitors the impact of policy initiatives and reviews a wide variety of complex and controversial issues.
  • Provides authoritative advice and manages progress accomplishing policy and program goals.
  • Communicate effectively both orally and in writing, negotiates complex issues, and maintains good working relationship with senior level officials.
  • Gather, assemble, and analyze facts, draw conclusion, conduct analysis, devise recommended solutions, and present in briefings, papers or reports suitable for top management use and decision-making.
  • Identify and develop ways to resolve problems and cope with issues, which directly affect accomplishment of I&A program goals.
  • Delegate complete responsibility and authority to plan, schedule, and carry out major projects concerned with the analysis and evaluation of programs or organizational effectiveness.

  • Must be able to hold a TS / SCI Security Clearance.
  • Must be a U.S. Citizen.
  • This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
  • Qualifications

    Specialized Experience :

    To qualify for a GS-15 you must possess at least one year of specialized experience, equivalent to the GS-14 level or above that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position.

    This experience is defined as :

    Extensive knowledge in directing mission-essential programs to include short- and long-range programs addressing a broad range of DHS or IC needs and interests.

    Extensive background in planning and setting subordinate work and evaluating work performed using equitable performance and rating techniques.

    Extensive knowledge of DHS and IC missions, including national and homeland security programs, policies, and standard operating procedures.

    Additional information

    This is a permanent appointment position that is classified in the Excepted Service under Title 50 and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period.
