Under the general direction of the Information Technology Manager II (ITM I), the Information Technology Specialist II (ITS II) serves as a Desktop Configuration Engineer within the Infrastructure Security Services Section. The ITS II will lead in the creation of final configuration software images for deployment involving operating systems and application settings where the consequence of errors will have a high to extreme impact on the business success. The ITS II will create software deployment packages for enterprise updates and deployment, provide support and problem management, and produce a final configuration image, which is used to rapidly configure several thousand client devices during a new device deployment. The ITS II will lead in recommending, installing, upgrading, configuring, and maintaining computer software and hardware. The ITS II will lead in the design, development and testing of the deployment of desktop OS images, act as a lead for hardware and software desktop solutions including feasibility and compatibility for project implementation. The ITS II will perform the following: document and maintain a comprehensive testing environment that will become the standard for evaluating desktop hardware, image development and deployment, configure operating systems and hosted applications, implement service packs and patches, perform security configurations, and schedule and report on the execution of the testing and validation effort as a part of a formal release management process.

Department Information

The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. The State of California provides excellent health benefits and retirement options, sick leave and vacation accrual, and paid state holidays. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • 5 years of experience in desktop support, systems administration, or IT management roles, with a focus on desktop configuration and management.
  • Experience in managing desktop environments in a corporate or enterprise setting.
  • Demonstrated experience in leading and managing IT projects, particularly in desktop deployment and configuration.
  • Demonstrated understanding of networking concepts and protocols (TCP/IP, DNS, DHCP) as they pertain to desktop environments.
  • Proficiency in scripting languages, such as PowerShell to automate tasks and improve efficiency in desktop management.
  • Familiarity with cybersecurity best practices, patch management, and compliance standards.
  • Knowledge of working with third-party vendors and service providers for hardware and software procurement.
  • Experience with change management and deployment best practices.
  • Knowledge of enterprise infrastructure and architecture.

Your Expertise

  • Expertise in systems, such as Microsoft Endpoint Configuration Manager (MECM aka SCCM) and Microsoft Intune for managing desktop and laptop environments.
  • Knowledge of other endpoint management solutions, including Active Directory, Group Policy, and automation tools.
  • In-depth understanding of desktop operating systems, particularly Windows and MacOS, including installation, configuration, and troubleshooting.

  • Skills in diagnosing and resolving hardware and software issues, with a focus on minimizing downtime and maintaining productivity.
  • Experience in using helpdesk and ticketing systems to manage user incidents and support requests.
  • Ability to manage multiple projects simultaneously, including planning, coordinating, and executing desktop deployment initiatives.
  • Familiarity with IT project management methodologies and best practices.
  • Expertise in creating and maintaining documentation for desktop configurations, procedures, and policies to ensure consistency and compliance.
  • Ability to develop standard operating procedures (SOPs) for desktop management practices.
  • Strong communication skills to provide technical support to end users and guide them on desktop usage best practices.
  • Experience in training staff on new technologies and systems.

Your Responsibilities

  • Oversee the configuration, deployment, and maintenance of desktop and laptop systems across the organization.
  • Utilize MECM/SCCM and Intune for software distribution, patch management, and system updates to ensure all devices are secure and up to date.
  • Develop and maintain standard operating procedures and documentation for desktop configurations and deployments.
  • Collaborate with IT teams to assess and implement new technologies and solutions to improve desktop management practices.
  • Monitor and respond to incidents related to desktop systems, ensuring timely resolution of issues and minimizing downtime.
  • Conduct regular audits of desktop configurations to ensure compliance with security policies and standards.
  • Provide technical support and guidance to end-users on desktop-related issues and software applications.
  • Provide second level technical support to junior staff.
  • Manage user profiles, settings, and permissions to ensure appropriate access and functionality.
  • Train and mentor junior IT staff on desktop configuration best practices and tools.
  • Stay updated on industry trends and emerging technologies related to desktop management and security.
