SUMMARY:

The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.

The Tax Policy, Forecasting and Economic Analysis Task Force is responsible for forecasting and monitoring trends in the local, national and global economies, including tax revenues, unemployment, and population growth. The Tax Policy arm of the Task Force is charged with forecasting the City’s tax revenue on a quarterly basis; tracking and analyzing tax collection trends as well as evaluating tax expenditure programs. The Income Group within Tax Policy overlooks personal income tax as well as incorporated and unincorporated business taxes. The unit oversees over $25 billion in revenue from income taxes. The unit also works on multitude of tax expenditure programs shaping policy positions through rigorous data analysis, modeling, and fiscal impact analysis.

JOB DESCRIPTION:

This internship would provide an opportunity to candidates to learn about income taxes, economic conditions that drive taxes, tax collection and monitoring, tax liability and forecasting, tax expenditure programs as well as methodological designs to answer key research questions using data. The intern would take on projects that would enable the unit to centralize collections and liability data and use centralized data to answer research questions. The summer projects would afford candidates the opportunity to use coding skills in Python, R or SQL for data cleaning, exploration, and data analysis. The internship would also enable candidates to learn about methodological designs to answer research questions through data analysis.

Moreover, the intern would also assist in organizing the Data Science Huddle, an employee resource group that focuses on data science and brings together OMB employees through presentations, workshops, trainings, and summer projects. Assisting with the Data Science Huddle would enable candidate to meet, learn and collaborate with other units within OMB.

The summer projects include:

  • Data centralization project would afford candidates the opportunity to use programing skills to read in, clean and organize collections and liability data through the years by component.
  • Using centralized data, candidates would begin to think about and answer research questions about: income taxes, the quality of the forecast against actuals, income inequality, population and migration patterns, tax collection reliance on top taxpayers, tax expenditure programs like the Earned Income Tax Credit Summer research project within the Data Science Huddle


QUALIFICATIONS:

Some course work on coding languages like Python, R, SQL Some coursework on Economics Exceptional attention to detail Excellent written and verbal communication skills Ability to multitask Well organized Eager to learn Sincere interest in government and public service

REQUIREMENTS:

Undergraduate interns must be currently enrolled or accepted into an accredited college or university. Strong analytical, research and communications skills are required. Candidates must have familiarity in MS Word and Excel

To participate in the OMB Summer Internship Program, undergraduate students must be enrolled or accepted into a college or university.

Minimum Qualifications

As of June of the Program year the prospective interne must be a student matriculated in a college or be a recent college graduate (winter/spring term of the Program year).

NOTE: Appointment to this title is only valid for the duration of the Program, June - August each year.
