UNIT: CDBG-DR Sandy Closeout

JOB TITLE: One (1) Assistant Analyst / Analyst / Senior Analyst

SUMMARY:

The Mayor’s Office of Management and Budget (OMB) is the City of New York’s chief financial agency. OMB’s staff of analysts and experts assembles and oversees the City’s expense and capital budgets, which fund the activities of approximately 90 City agencies and entities.

The Community Development Block Grant – Entitlement and Disaster Recovery (CDBG-EDR) Unit oversees the City's Community Development Block Grant awards, which are administered by the U.S. Department of Housing and Urban Development (HUD). Congress established the CDBG Entitlement program in 1974 to provide annual grants for housing, economic development, and other projects that principally benefit low- and moderate-income persons. The City uses CDBG funds for various activities such as housing code enforcement, emergency housing repairs, public services (e.g., day care, recreational activities, senior services), historic preservation, planning activities, etc.

The CDBG - Disaster Recovery (CDBG-DR) program provides funding to address a wide range of needs following presidentially-declared disasters. The City currently manages CDBG-DR allocations related to Hurricanes Sandy and Ida. Funded programs focus on disaster relief, long-term recovery, restoration of infrastructure and housing, economic revitalization, and making the City more resilient to the impacts of climate change.

JOB DESCRIPTION:

The duties of the position include, but are not limited to, the following activities:

  • Obtain working knowledge of applicable Federal, State, and City rules and regulations.
  • Provide technical assistance and information to partners with regards to Federal regulations and CDBG-DR programs.
  • Become familiar with HUD’s Disaster Recovery Grant Reporting (DRGR) system.
  • Reconcile expenditures, revenue, programmatic accomplishments, and eligibility determinations.
  • Assist in maintaining the City’s CDBG-DR Hurricane Sandy Action Plan and preparing Quarterly Performance Reports (QPRs).
  • Research and track developments in federal regulations and guidance.
  • Conduct invoice reviews and assist in the preparation of federal reimbursement requests.
  • Participate in training seminars on CD regulations to City agencies and subrecipients.
  • Represent the CDBG-EDR Unit at meetings with other OMB staff, City agencies, and other entities.
  • Prepare environmental review materials.
  • Assist in the management of data systems, chiefly DRGR, the Hurricane Sandy Grants Management System (GMS), and the City’s Sandy Funding Tracker.
  • Manage remaining Sandy memoranda of understanding and subrecipient agreements and day-to-day communications with City agencies and HUD.
  • Advise and assist with the rollout and maintenance of the Hurricane Ida GMS.
  • Conduct special projects as needed, such as the production of ad hoc reports.

QUALIFYING SKILLS:

  • Strong attention to detail and organizational, research, analytical, and problem-solving skills.
  • Ability to work with large data sets.
  • Exceptional interpersonal skills and the ability to maintain working relationships with staff and government agencies with utmost professionalism.
  • Excellent communication skills, both verbal and written (with an ability to write memoranda, reports, etc.).
  • Ability to self-motivate and work independently with minimal supervision when necessary.
  • Ability to work calmly and proficiently under pressure and to adhere to strict deadlines.
  • Must be proficient in Microsoft Word and Excel and have the ability to learn new technology quickly.
  • Experience with Microsoft Office software (Teams, Outlook, PowerPoint).
  • Experience in grant administration and management, regulatory compliance, Power BI, and/or QuickBase is a plus.


REQUIREMENTS:

Assistant Analyst ($58,851 ): Bachelor’s degree in Economics, Political Science, Public Administration, Public Affairs, Urban Studies, or a subject related to the specific assignment with no or one year of full-time experience in budget planning, financial analysis, public policy analysis, or a related field.

Analyst ($74,893 ): Bachelor's degree and a minimum of two years of full-time experience in budgetary planning/management, financial analysis, public policy analysis or a related field; or an awarded Master's degree in Economics, Political Science, Public Administration, Public Affairs, Urban Studies or a field related to the specific assignment.

Senior Analyst ($84,257): Bachelor's degree in Business, Finance, Economics, Public Policy Analysis/Administration, or a subject related to the specific assignment and a minimum of three years of full-time experience in budgetary planning/management, financial analysis, public policy analysis/administration, or a related field; or an awarded Master's degree in Economics, Political Science, Public Administration, Public Affairs, Urban Studies, or related field, and one year of relevant experience.

New York City residency is generally required within 90 days of appointment.
