Posting Number: BSS25CAH008The Program Manager over private agency adoptions performs complex administrative and professional work at the advanced level in the management of this statewide program.Responsibilities include planning, policy development, direction, coordination, and administration of the operation of the adoption program including supervision of a unit of employees along with guidance and casework oversight of private agency adoptions statewide. Position is responsible for critical decision making as it relates to permanency for foster children. Duties may include research and analysis of federal and state regulations, legislation, and other policies and procedures, as well as implementation of these procedures with staff and contractors. Travel and use of personal automobile is required for this statewide position. Essential duties include but are not limited to: supervision and management of Adoption Specialists in a manner that ensures consistency, adherence to federal and state requirements, and best practice in the program of Adoption. Guidance and oversight of the private agencies to ensure accurate and consistent policy interpretation and practices statewide while ensuring adoptions occur timely. Provide administrative and program direction, including the monitoring and evaluation of service delivery to ensure adherence to legal requirements, best practice standards, and quality customer service. EXAMPLE OF DUTIES
- Supervise the supervisory staff of the CPA Units. Make assignments and review the operations of the units.*Provide administrative and program direction to the CPA Units, including monitoring and evaluation of service delivery to ensure adherence to legal requirements, best practice standards and quality customer service.*Responsible for partnering with CPA Units in critical decision making as it relates to defining the permanency plan of adoption for children in state guardianship and providing justification for these critical decisions to multi-disciplinary teams and circuit judges.*Research and analyze federal and state legislation, policies and procedures to ensure implementation and compliance of the CPA Units.*Provide consultation and policy interpretation to staff within the Adoption CPA Unit, Adoption Units as well as community stakeholders. *Manage and oversee issues of staff selection, development and disciplinary action. Plan and ensure appropriate training of professional/administrative staff within the Adoption/CPA Unit in addition to Child Welfare staff on issues relating to and impacting that program.*Design, implement and share best practice protocols on timely achievement of permanency for children in foster care. Collaborate with Child Welfare Supervisors and Managers statewide, including providing training, on said protocols
