The Office of Statewide Pretrial Services’ (OSPS or Office) is a statewide office that provides pretrial services under the Pretrial Services Act, 725 ILCS 185. The Office’s mission is to assist in the administration of justice and promote community safety by ensuring fairness and equality in the pretrial process. OSPS prepares pretrial investigation reports for the courts and supervises individuals released from custody as directed by the court.

ESSENTIAL DUTIES: The Support Services Chief of the Office of Statewide Pretrial Services (OSPS) is a professional position overseeing and managing support services resources available for individuals supervised by OSPS on pretrial release. The position is responsible for identifying, applying for and managing grant funding for support services. The Support Services Chief works with considerable independence under the direction of the Assistant Deputy Director Centralized Operations.

FUNCTIONS INCLUDE:

· Develops networks with court system stakeholders and service providers (i.e., mental health, substance use, transportation, housing, food) throughout Illinois to increase access to community-based resources.

· Identifies external grant funding opportunities for OSPS and prepares grant applications.

· Manages grants received, including timelines, deliverables, budgets and reports.

· Develops Judicial Branch grant programs, including preparing notice of funding opportunities, grant application templates and grant budget templates, for local recipients to provide support services.

· Provides education and assistance to Pretrial Services Officers, court liaisons and other associated positions on available services and best practices in providing support services.

· Oversees the Client Advocate Program, including managing local contracts, budgets and staffing of client advocates.

· Maintains productive working relationships and communication with internal and external stakeholders.

· Oversees the Pretrial Support Unit which provides assistance to all areas of pretrial service delivery, including electronic monitoring, drug testing, client services, court filings, progress reports, and overall inventory of pretrial materials.

· Collaborates with the Division of Field Operations in the development and revision of the support services program, including policies, procedures, and guidelines.

· Conceives, develops and promotes research projects related to support services, and prepares reports summarizing the research findings.

· Assists the Assistant Deputy Director of Centralized Operations with short and long-range program planning.

· Maintains up-to-date working knowledge of pretrial services, criminal justice, and community corrections issues by being connected to the latest research and best practices as well as developing and maintaining substantial relationships with experts and organizations.

· Serves as a supervisor by providing instructions, setting expectations, observing performance, providing feedback through ongoing and annual performance evaluations, participating in the hiring process, and recommending corrective or disciplinary action when necessary.

· Performs other duties as assigned.

EDUCATION AND EXPERIENCE:

Minimum Qualifications:

· A Bachelor’s Degree.

· Seven years professional working experience in a public or private organization.

· Five years of work experience in care coordination, behavioral health, counseling, substance abuse, criminal community corrections or related field.

· Effective oral and written communication skills.

· A valid Illinois Driver’s License and proof of automobile insurance to operate a personal vehicle on state business, as well as maintain a safe driving record.

· Proficient in the use of Microsoft Office products (i.e., Word, Excel, Access, PowerPoint, Outlook).

· Ability to be LEADS certified.

Preferred Qualifications:

· A Master’s Degree with major coursework in social work, counseling, social science, public administration, criminal justice, or a related field.

· Ten years professional working experience in a public or private organization.

· Seven or more years of experience working in care coordination, behavioral health, counseling, substance abuse, criminal community corrections or related field.

· Two years supervisory experience.

· One or more years’ experience in grant administration or grant writing.

· Professional experience in community corrections or the justice system in Illinois.

PHYSICAL REQUIREMENTS:

· Ability to sit for extended time periods.

· Professional office working environment requiring telephone usage and ability to process written documents.

· Ability to travel, including overnight stays, as required.
