OTI's Applications Division is seeking a visionary Product Manager to lead the end-to-end delivery of high-profile, high-impact, and innovative digital applications such as the mayor's key initiative, MyCity. MyCity comprises multiple services and service integrations for New Yorkers to more efficiently transact and track interactions with key City services in a one-stop-shop model. It also informs New Yorkers of benefits and information they may not have had access to before creating an account on MyCity. This role will be engaged with the MyCity product family or other OTI priorities. You will act as a Product Manager for multi-disciplinary product teams throughout the product lifecycle and into continuous delivery and support. You may also line manage, coach, and mentor others on the team.

Responsibilities will include:

Vision, Growth, and Operations
As the product visionary, you'll craft roadmaps informed by user needs, champion a shared vision to guide your team in building impactful solutions, and drive outcomes that align with OTI's strategic objectives.
- Ensure operational efficiency and delivery of value-driven, compliant, and high-performing solutions, with an immediate primary focus on the MyCity program.
- Oversee the end-to-end product development lifecycle, from ideation to release.
- Support proactive planning to ensure delivery of high-impact applications across the City.
- Streamline workflows, reduce waste, and foster a culture of continuous improvement.
- Collaborate with agency partners to drive strategic planning, prioritization, and sustained value delivery.

- Use research and user insights to guide product development, making data-driven decisions to streamline operations and improve outcomes for constituents.
- Track performance metrics to keep stakeholders informed; focus on continuous improvement to deliver value-driven solutions to users and improve critical public services.
- Promote product adoption and success in the market.

Collaboration, Coordination, and Compliance
You will creatively navigate constraints, ensure continuity, foster long-term relationships with stakeholders, and build institutional knowledge to ensure products meet regulatory and business standards.
- Partner with architects and key stakeholders to integrate innovative ideas into cohesive product lines.
- Work closely with internal and external teams to facilitate communication/collaboration and ensure well-coordinated development processes of the services to be delivered.
- Consider other agencies' stakeholders as critical to product success and as customers themselves.

Handle special projects and initiatives as assigned.

HOURS/SHIFT
Day - Due to the necessary technical support duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

Minimum Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

4. Education and/or experience which is equivalent to "1", "2", or "3" above.

Preferred Skills

The successful candidate should possess the following: - - 10 years of experience leading multiple product development cycles for public-facing digital tools or services, from concept to launch - Experience working across ecosystems, platforms, and new technologies. - Working knowledge of technical systems in order to understand engineering-driven prioritization trade-offs - Ability to persuade and align diverse partners and executives - Proven success in leading and coaching strong teams to deliver impactful products on time - Record of building product-centric delivery practices at scale - Strong analytical and problem-solving skills to address complex challenges in product development - Strong analytical and strategic focus on delivering an impactful and optimal user experience to New Yorkers - Self-motivated and proactive with ability to creatively solve problems - Best-in-class attention to detail with strong written and verbal communication skills - Proven track record of bringing diverse groups and perspectives to work towards a common goal.
