GENERAL DESCRIPTION
Work involves budget preparation and analysis work for the Budget Division of the Office of the Attorney General (OAG), a state agency with a large and increasingly complex budget of over $1.5 billion biennially. Work involves preparing, reviewing, analyzing, and coordinating budgetary activities, including but not limited to assisting with development, oversight, and monitoring of program budgets in accordance with statutory, program, and appropriation authority. Provides technical advice and assistance to division/program/executive management on budgetary matters and responds to internal and external inquiries.
Unusual Working Conditions:
During the biennium, critical target dates for the completion of work projects or gathering information to respond to
questions from internal management, other state agencies, or state legislators may require the need to work extra hours.
This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

ESSENTIAL POSITION FUNCTIONS
- Examines operating budgets to determine whether funds have been appropriately allocated
- Reviews financial and operating budget reports for accuracy, and identifies areas in which more appropriate use of funds can be made
- Develops and evaluates performance and workload measures
- Prepares or assists in the preparation of operating budgets
- Prepares or assists in the preparation of legislative appropriations requests, fiscal notes, analyses of legislation, and agency budget instructions
- Prepares or assists in the preparation of reports on performance measures
- Prepares or assists in the preparation of budgets to provide management with expenditure data, trends, and recommendations
- Maintains trend data and prepares graphs, reports, and forecasts
- Advises staff on areas in which action may be required to stay within budget
- May provide guidance to others
- Performs related work as assigned
- Maintains relevant knowledge necessary to perform essential job functions
- Attends work regularly in compliance with agreed-upon work schedule
- Ensures security and confidentiality of sensitive and/or protected information
- Complies with all agency policies and procedures, including those pertaining to ethics and integrity
MINIMUM QUALIFICATIONS
- Education: Graduation from high school or equivalent
- Education: Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: major course work in accounting, finance, business, public administration
- Experience: Three (3) years of full-time experience working in the following (or closely related) fields: accounting, auditing, budget preparation/analysis, financial, statistical analysis, business, public administration
- Knowledge: Generally accepted accounting principles and budget practices and procedures
- Ability to analyze fiscal management information to determine appropriate use of funds, to perform statistical analyses, to identify and develop budgetary reports and schedules
- Skill in using a computer for word-processing, data entry/retrieval, and spreadsheet software, with proficiency in Microsoft Word and Excel
- Skill in handling multiple tasks, prioritizing, and meeting deadlines
- Skill in effective oral and written communication
- Skill in exercising sound judgment and effective decision making
- Ability to receive and respond positively to constructive feedback
- Ability to work cooperatively with others in a professional office environment
- Ability to provide excellent customer service
- Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG workspace within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
- Ability to arrange for personal transportation for business-related travel
- Ability to work more than 40 hours as needed and in compliance with the FLSA
- Ability to lift and relocate 30 lbs.
- Ability to travel (including overnight travel) 5%
PREFERRED QUALIFICATIONS
- Education: Major Coursework in accounting, finance, business, public administration
- Experience: Working with Texas statewide accounting/budgetary systems: Uniform Statewide Accounting Systems (USAS); Centralized Accounting and Payroll/Personnel System (CAPPS); and Automated Budget Evaluation System of Texas (ABEST)
- Knowledge: State of Texas accounting, budgetary, and fiscal management procedures, including experience in interpreting/implementing the State of Texas General Appropriations Act
