The Office of the Attorney General (OAG) of Texas is seeking a highly skilled and motivated Technical Systems Analyst to join our Applications Development Team. As a Technical Systems Analyst, you'll perform advanced computer systems analysis, development, and support for backend systems interfaces. This position focuses on managing and maintaining backend application architectures, ensuring smooth systems integration, and leading development efforts to align with Office of the Attorney General CSD’s organizational objectives.
The role requires expertise in technical systems administration, backend system interface development, and high-level analysis. ESSENTIAL POSITION FUNCTIONS
Backend Development and Support
- Design, develop, test, and support highly complex backend systems and interfaces to ensure seamless integration and reliable functionality.
- Perform rigorous testing, including integration testing, in collaboration with technical support teams to ensure product quality before release.
- Troubleshoot and resolve production issues to maintain operational uptime for customer-facing applications.
- Train IT staff on backend systems, tools, and processes to ensure consistent implementation and operational excellence.
- Analyze business processes and system requirements to design and develop backend solutions that meet organizational needs.
- Create detailed technical specifications, data flow diagrams, and entity relationship diagrams for backend systems.
- Document all system development activities per Office of the Attorney General CSD’s Software Development Lifecycle and Project Management guidelines.
- Coordinate with supervisory staff to schedule and assign tasks effectively.
- Evaluate and recommend improvements to existing backend systems and applications to enhance efficiency, scalability, and reliability.
- Ensure integration and compatibility of backend systems across various state agencies and organizational units.
- Develop and maintain secure, scalable interfaces for seamless data exchange between systems
- Assess current business processes to identify and recommend areas for improvement.
- Collaborate with stakeholders to align backend system designs with organizational goals and regulatory requirements.
- Participate in disaster recovery, continuity of operations (COOP), and emergency response efforts as required.
- Fulfill other responsibilities assigned to support the agency’s operational needs.

Attends work regularly in compliance with agreed-upon work schedule. Telework schedules are permitted for employees based on the agency’s approved Telework Plan (if schedule does not adversely affect operations and service levels, and standard hours of operation are maintained). This role may require work outside regular hours and occasional travel to other work locations.

MINIMUM QUALIFICATIONS
Education: Graduation from high school or equivalent
Experience: Seven years of full-time experience working in the following (or closely related) fields: systems analysis, computer science, computer information systems, or management information systems; may substitute credit hours from an accredited college or university for the required experience on a year-for-year basis.
Experience in high-level systems analysis, backend system interface development, and technical systems administration.
Experience successfully managing stakeholder expectations and delivering solutions that align with business objectives and strategic goals.
Knowledge of backend system interface management, including API design and implementation and GoAnywhere Interface Manager.
Knowledge of advanced database technologies, including Postgres SQL, and associated management tools.
Knowledge of high-level system design methodologies (e.g., entity-relationship modeling, data/process flow diagrams), object-oriented programming, and modern development frameworks.
Knowledge of industry-standard integration tools, middleware technologies, secure coding practices, and system hardening.
Knowledge and understanding of project management methodologies and techniques, including Agile.
Skills in developing, maintaining, and optimizing backend systems and interfaces.
Skills in interface file management, SQL development, triggers, and database optimization.
Skills in implementing and troubleshooting API integrations and data exchange mechanisms.
Skills in communicating effectively with technical, non-technical, and executive audiences.
Skills in estimating and managing project timelines, resources, and risks.
Ability to analyze and resolve complex backend system issues efficiently.
Ability to plan, manage, and prioritize multiple projects under tight deadlines, with a focus on delivering high-quality results that meet or exceed stakeholder expectations.
Ability to work both independently and collaboratively within cross-functional teams.
Ability to interpret existing code and recommend improvements or modernization strategies.
Ability to enforce coding standards and best practices across development teams.
Ability to develop and present business cases for new or modified IT systems.

PREFERRED QUALIFICATIONS
Experience in managing and developing backend systems in a state or government agency environment.
Proficiency in batch development tools like Talend.
Proficiency in batch scheduling tools like Airflow.
Experience with cloud platforms such as AWS or Azure for backend systems deployment.
Certifications in relevant areas.
