The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of an Real Property Manager (Supervisory Appraiser). This position is located in the Office of the Chief Financial Officer (OCFO), Office of Tax and Revenue (OTR), Real Property Tax Administration, Assessment Division.
Duties include, but not limited to:
- Supervising unit activities of the real property assessment program
- Providing oversight to appraisal staff
- Evaluating the adequacy of internal controls within the unit
- Advising and participating with the Deputy Chief and Chief Appraiser on the formulation of departmental policies
- Developing mathematical bases and statistical methods for determining land values
- Reviewing and analyzing appraisal reports for a broad range of residential and commercial properties with extremely complex characteristics
- Representing the OCFO at appeal hearings and court litigations regarding the assessment concepts, theories and methodology used to determine real property assessments
- Performing other related duties as assigned
Minimum Qualifications Six (6) years of progressive experience performing related duties and responsibilities such as: assessing the market value and conducting inspections of residential and commercial properties; collecting/analyzing data on new and unique properties with complex characteristics; reviewing appraisal reports to ensure property values are estimated accurately and objectively; and resolving property value problems. In addition, one (1) year of experience guiding lower-level staff. Successful completion of IAAO courses 101, 102, 112 and 300 or equivalent is required.
