COLLECTIVE BARGAINING UNIT: This position is not in a collective bargaining unit.

BRIEF DESCRIPTION OF DUTIES: This position is located in the Office of the Chief Financial Officer (OCFO), Office of Tax and Revenue (OTR), Compliance Administration (CA). The incumbent is responsible for the implementation of the division’s collection enforcement programs and develops plans, coordinates and schedules activities to meet the goals and objectives of the division. Duties include but are not limited to:  supervising and fostering effective teamwork among unit staff and with other functional units in the division; advising staff on how to process the most difficult and complex delinquent accounts; providing advice to subordinates on administrative and judicial remedies; conveying regular and effective communications of procedural and policy changes, effective collection techniques and special projects to all unit staff; training staff on new procedures and proper application; and testifying during informal and formal hearings, depositions, and trials on technical, procedural or case related matters, or to present documentary evidence to sustain the District's position. Performs other related duties as assigned.Five (5) years of progressive work experience performing duties related to analyzing financial statements, evaluating assets, conducting financial investigations, and resolving account discrepancies for taxpayers and/or other delinquent debtors to include one (1) year of supervisory experience planning and overseeing day-to-day activities of employees, managing work production of the unit, and evaluating employee work performance.Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.

Employment with the OCFO is at will.  However, the discipline and/or discharge of bargaining unit employees is governed by the collective bargaining agreement.

SALARY REDUCTION OF REEMPLOYED ANNUITANTS: 
 
An individual selected for employment in the District Government on or after January 1, 1980, who is receiving an annuity under any District government civilian retirement system, shall have his or her pay reduced by the amount of annuity allocable to the period of employment as a reemployed annuitant.
