COLLECTIVE BARGAINING UNIT : This position is not in a collective bargaining unit.

BRIEF DESCRIPTION OF DUTIES : This position is in the Office of the Chief Financial Officer (OCFO), Office of Revenue Analysis (ORA). The purpose of this position is to collaborate with other analysts and technical experts in applying analytical and evaluative methods and techniques to issues / studies concerning the efficiency and effectiveness of program operations. Duties include, but are not limited to : conducting analysis of the economic base of the District of Columbia, as well as the analysis of tax expenditures and foregone revenues, the potential revenue produced by the economy, changes in policy options, and / or long-term financial expectations; leading complex research teams and utilizing the findings to produce documents for presentation to the District of Columbia and other government agencies, staffing committees, commissions and other groups and performing independent project management actions; formatting findings for use by Congress, the Government of the District of Columbia, other government agencies or the private sector in hearings, briefings, and in other uses; and maintaining collaboration among economists, operational researchers, public analysts, and government, academic and private sector officials in order to complete above duties. Performs other related duties as assigned.

Minimum Qualifications

Four (4) years of progressive experience performing the related duties and responsibilities such as performing quantitative, qualitative, and statistical analysis; conducting economic, fiscal or social research; experience managing large data sets; and performing policy analysis.

In addition, applicants must possess a Bachelor's degree in Economics, Public Policy, or related field . A Master's degree is preferred. Applicant must submit an official transcript that verifies the bachelor's degree. If applicable, your application package must include a foreign credential evaluation of all foreign transcripts. Acceptable foreign credential equivalency reports must be provided by organizations that have current membership with the National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators (AICE).

Specialized Experience

Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.

SALARY REDUCTION OF REEMPLOYED ANNUITANTS :

An individual selected for employment in the District Government on or after January 1, 1980, who is receiving an annuity under any District government civilian retirement system, shall have his or her pay reduced by the amount of annuity allocable to the period of employment as a reemployed annuitant.

Describe your experience in at least one or more of the following disciplines : tax policy analysis, fiscal policy analysis, public policy analysis, financial analysis, macro-economic analysis or another field demonstrated to have comparable analytic training components (please describe experience in more than one discipline if applicable).

Describe your knowledge with managing data, research, and analytical techniques pertinent to policy analysis, such as analyzing relevance of findings, synthesizing information, drawing logical conclusions, working with empirical and / or statistical models, and developing data sets for project analysis and reports.

Describe your ability to multi-task and work on a team to complete assignments within the available time and resource constraints, and how you communicate (oral and written) to technical and non-technical audiences.
