You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:- Leading department or enterprise-wide performance management and executive appraisal and rewards programs; OR
- Analyzing workforce data and human capital metrics (e.g., performance outcomes, workforce demographics, etc.) to develop evidence-based recommendations for performance improvement, talent retention, workforce sustainability, and/or organizational effectiveness; OR
- Leading enterprise-wide employee health and wellness programs, such as Reasonable Accommodations, Flexiplace, or Employee Assistance Programs; OR
- Designing and overseeing organizational learning and leadership development strategies.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

OCHCO leads department-wide human capital strategy and operations to support a mission-ready workforce through the delivery of integrated services across the full employee lifecycle.
As a/an Supervisory HR Specialist (Deputy Executive Director of Performance, Development, and Retention), you will:
- Serve as the principal advisor to the Senior Executive on performance management systems, executive appraisal and compensation, awards governance, leadership development strategy, and talent retention frameworks.
- Apply advanced critical thinking to identify systemic risks, capability gaps, and organizational vulnerabilities.
- Anticipate downstream organizational impacts of performance, pay, and development decisions and advise senior leadership accordingly.
- Represent the agency in executive governance boards, performance review boards, and leadership councils.
