Summary About the Position : The incumbent in this position is charged with planning, developing, and implementing, Army-wide, new human resources initiatives and policies that will serve to improve upon existing systems. Responsibilities Develop policy implementation guidance on civilian human resource programs. Coordinate special projects due to legislative change. Provide expert technical knowledge of one or more functional human resources areas. Provide leadership in the resolution of issues associated with a variety of civilian human resource subject matters. Develop legislative proposals designed to improve the efficiency of civilian human resource programs. Design and implement marketing and promotional strategies to use throughout Army. Assist in identifying actual or potential problems, emerging patterns and new developments. Participate with higher management in making decisions on major changes in work plans or operations. Represent Army at DoD workshops for new personnel systems mandated by law or initiated by leadership directive. Specialized Experience : One year of specialized experience which includes providing authoritative interpretation, analysis, and / or advice of Federal laws, executive orders and / or directives on the full range of federal civilian human resource programs; assisting in developing policy and / or procedural guidance on civilian overseas allowances and entitlements; and analyzing impact of new legislation in areas of civilian overseas allowances and entitlements. This definition of specialized experience is typical of work performed at the next lower grade / level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas : Personnel and Human Resources Problem Solving Strategic Thinking Written Communication Time in Grade Requirement : Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
