Position Description

Position Overview

The Procurement Manager is a key leader responsible for managing the procurement of goods and services for the Office of County Engineering (OCE). This role is vital to ensuring the smooth execution of procurement strategies, compliance with relevant laws and policies, and delivering efficient support to various departments.

Job Duties/Responsibilities

  • Oversee procurement activities including planning, verifying specifications, developing price schedules, and finalizing solicitation documents to ensure efficient completion.
  • Ensure all procurement actions adhere to city policies, as well as federal, state, and local laws and regulations.
  • Research products and vendors to assess market trends, price fluctuations, and potential risks, using this information to guide procurement decisions.
  • Review, execute, and negotiate contracts and purchase orders, ensuring they comply with legal and organizational standards.
  • Provide expert guidance on procurement needs, offering technical assistance to departments for goods and services.
  • Create detailed specifications and pricing matrices for procurement, ensuring a fair and transparent evaluation and selection process.
  • Design and deliver training on procurement policies and procedures, mentoring city employees and suppliers.
  • Generate reports, presentations, and debriefings on procurement activities and communicate findings to stakeholders.
  • Guide and support the evaluation of complex, high-profile procurements, helping to determine solicitation methods.
  • Other duties as assigned.

Requirements

Education

  • Bachelor’s degree in Business administration, Supply Chain Management, or a related field.

Experience

  • Six (6) years of professional experience in purchasing, procurement, or contracting, including the preparation of solicitations and contracts.

Knowledge, Skill & Abilities (KSAs):

  • Strong negotiation and contract management skills.
  • Excellent analytical and problem-solving abilities.
  • Proficiency in procurement software and Microsoft Office Suite (Excel, Word, PowerPoint).
  • Solid understanding of procurement best practices, supply chain management, and inventory control.
  • Strong communication and interpersonal skills, with the ability to build relationships with internal and external stakeholders.

Preferences

Education

  • A master’s degree or relevant certifications (e.g., CIPS, CPM) is preferred.

Experience

  • A minimum of three (3) years of experience working within a county government setting, demonstrating a strong understanding of county-specific procurement processes, regulations, and operational requirements.

Knowledge, Skills, And Abilities (KSAs)

  • Knowledge of supervisory practices and techniques.
  • Ability to maintain confidentiality and manage sensitive information.

General Information

Position Type, And Typical Hours Of Work:

Full-Time | Regular | 40 hours per week.

Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.

Salary:

Commensurate with experience, based on 26 pay periods.

Physical Demands And Environmental Exposure:

Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).

This position requires bending, stooping, and lifting to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
