The Office of the Governor is looking for a Deputy Director (Manager IV) to work in the Texas Workforce Investment Council (TWIC).

What You’ll Do
This is a job that performs routine to highly complex (senior-level) managerial work administering the daily operations and activities. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating functions and division activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others.
- Manages activities of staff in the division, as required.
- Leads all aspects of administrative and support functions for the Council, members, staff, and office.
- Manages all HR-related requirements and actions; liaise with OOG and member agencies on HR-related issues, including but not limited to job postings; new hires; resignations and terminations; timekeeping and leave; professional development; and EEO, ethics, and other compliance requirements.
- Leads the review and development of the Memorandum of Understanding (MOU) for funding of Council full-time equivalent (FTE) employees and operating costs on a biennial basis, including serving as the primary contact in the approval process for OOG and member agencies.
- Plans and develops the Council's annual budget, reconciliation, and reporting within the parameters of the Council's MOU.
- Prepares management and productivity reports and studies.
- Oversees special investigations, program analyses, and internal audits.
- Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and may manage evaluation activities.
- Develops and implements techniques for evaluating business functions and division activities.
- Develops and evaluates budget requests, monitors expenditures, and makes adjustments as necessary.
- Plans, implements, coordinates, monitors, and evaluates policies and procedures; and monitors compliance with policies and procedures.
- Identifies areas of needed change and makes recommendations to improve operations.
- Provides technical guidance for the division.
- Represents the division at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees.
- May manage programs focusing on continuous process improvement.
How You’ll Qualify
- Graduation from an accredited four-year college or university with a degree in business administration, government, public administration, or related field; and
- Four (4) years of progressively responsible experience in the management of a business function, division, or department, including one (1) year of supervisory or managerial experience.
Note: Experience and education may be substituted for one another on a year-for-year basis.

Physical Requirements and/or Working Conditions
This classification functions in a standard office environment. Ability to move up to 20 lbs. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, office machinery, set up conference rooms for meetings, etc. Must be able to communicate and exchange accurate information via phone, computer and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic and media formats. Must be able to work hours during a legislative session that include holidays and as needed.
