The Office of the Health Insurance Marketplace (OHIM), an office within the Maine Department of Health and Human Services, is seeking a highly motivated and self-driven individual to plan and execute system projects and manage the vendor relationship to ensure timely delivery while meeting business objectives. The ideal candidate must be able to quickly gain an in-depth understanding of the CoverME.gov system, ensuring proficiency to independently manage projects and coordinate internal teams and the vendor effectively. This role requires strong vendor management skills, attention to detail, and the ability to oversee projects from start to finish.
This position is a 40-hour per week full-time position with the possibility of hybrid-office-work from home location in Portland, Maine or fully remote. If fully remote, the position must be available during the hours of 8 am – 5 pm Eastern Standard Time. The position is a temporary position through December 31, 2025, with the possibility of an extension.
Key Responsibilities:
Project Planning and Coordination:
- Define the scope, objectives, and timelines for system projects.
- Develop and manage detailed project plans, including defining and communicating milestones and identifying dependencies across teams and functions.
- Ensure internal teams work collaboratively and meet project goals, deadlines, and business objectives.
- Provide guidance and support to the Product Manager and UAT staff to ensure adherence to process timelines.
Vendor and Contract Management:
- Manage and maintain relationships with vendors, acting as the primary point of contact.
- Represent OHIM in meetings and other communications with the vendor meetings.
- Oversee vendor performance, ensuring deliverables are met on time, within budget, and in accordance with contract terms.
Testing and Post-Deployment Support:
- Coordinate all testing phases, including User Acceptance Testing (UAT), to ensure systems meet business requirements before deployment.
- Ensure teams have all necessary resources for testing, such as environments, testing plans, and access.
- After deployment, ensure the system is functioning as expected, resolving any issues that arise post-deployment.
Documentation and Reporting:
- Draft and/or review project-related documentation, including change requests, business and system requirements, change logs, and status reports.
- Report to leadership and stakeholders on project progress, challenges, and any risks that could impact the timeline or budget.
Required Qualifications:
- A Bachelor’s degree in Business, Computer Science, Information Technology, Health Administration or a related field
- 3-5 years of proven experience managing or overseeing complex system projects, from planning through execution and post-deployment support.
- Experience managing vendor relationships and overseeing vendor performance.
- Strong ability to learn and master complex systems quickly and independently.
- Excellent people management and verbal and written communication skills to manage multiple teams and an external vendor.
- Exceptional organizational skills to manage multiple projects and priorities simultaneously.
- Strong problem-solving skills and ability to handle post-deployment issues effectively.
