Summary The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). Responsibilities The Office of Investigations is responsible for investigating the appropriate criminal and civil justice system those individuals and organizations involved in financial, professional, civil, or criminal misconduct relating to Department of Homeland Security programs and operations. The Program Analyst position serves as a team leader, team member, or independently, to conduct broad and complex program assignments requiring integrated analysis of a number of management programs, systems, and operations of investigation's administrative and technical systems. Typical assignments include : Independently develop information and statistics to evaluate the effectiveness of administrative and technical activities and to identify areas needing improvement. Recommend and initiate changes of office resources by developing internal procedures from these analyses by researching legislation, regulations, computerized investigative files, policy directives and other documentation as necessary, and providing advice to management and employees of the OIG. Prepare responses to data calls; monitors and analyzes records of completed fieldwork; and develops option papers, action memoranda, and other briefing materials and documentation as required. Participate with other OIG staff in joint projects and responding to Hotline complaints when expertise is required. These projects may involve bid-rigging, fraud in contracting practices, or other illegal activities. Perform a vast array of administrative duties that include but not limited to, coordination of HR actions such as personnel actions, time and attendance, and travel; develop and manage allocated office budget; prepares procurement requests and responsible for purchases; manages the office property and facility and responsible for records management. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE : To qualify for the GS-12 grade level, you must possess one year of specialized experience at the GS-11 grade level performing duties such as : 1) Performing administrative support functions such as being a timekeeper, examining travel and purchasing supplies. 2) Accessing and utilizing various office automation databases to perform office functions such as time and attendance, purchase card and travel. 3) Compiling reports, conduct analysis of data, and validate statistical information. SPECIALIZED EXPERIENCE : To qualify for the GS-13 grade level, you must possess one year of specialized experience at the GS-12 grade level performing duties such as : 1) Providing advice to management and program personnel on the outcome of trend analysis, reporting, and the capture of statistical data. 2) Accessing and utilizing various office automation databases to perform office functions such as preparing reports and spreadsheets, electronic correspondence, and completing forms. 3) Compiling reports, conduct analysis of data, and validate statistical information. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
