The Bureau of Engineering (BOE) provides technical competency in the evaluation of claims pending in the Bureau of Law and Adjustment (BLA) involving construction, construction services, and property damage to ensure the fair and just resolution of claims and lawsuits involving the City. BOE also enables the timely and just administration of City contracts. BOE’s technical analysis and recommendations are core to the Bureaus’ mission to ensure the fair and just resolution of claims while protecting the fiscal interest of the city. In addition, BOE’s thorough and expeditious review of Final Contract Time Extensions requests (FTE) promotes the equitable and fair administration of City contracts while protecting the City from unanticipated claims under such contracts. BOE furthers its mission by liaising with City-wide Engineering Audit Officers and providing guidance on compliance with contract provisions and Comptroller’s Directives in the pre-audit of payments on capital construction projects. BOE strives to increase equity, inclusiveness, and transparency in the claims process, by simplifying access to and enhancing ease of use.

Responsibilities

Staff Engineers work closely with Senior Staff Engineers and other senior staff within the Bureau to assist with the investigation and analysis of engineer and construction claims and disputes, and other engineering work assigned to them. Responsibilities include, but are not limited to, the following:

  • Undertake research, inquiries, inspections, cost estimating and contract interpretation related to the evaluation and analysis of engineering contract claims and disputes of low to medium complexity.
  • Assist with the investigation and analysis of complex engineering and construction claims and disputes of high complexity.
  • Participate in meeting with key stakeholders and prepare minutes and reports.
  • Perform other related work consistent with their civil service title and operational requirements.

QUALIFICATION REQUIREMENTS: All applicants must be current City of New York employees serving in a permanent Civil Service title of either Assistant Chemical Engineer, or Assistant Civil Engineer, or Assistant Electrical Engineer, or Assistant Environmental Engineer, or Assistant Mechanical Engineer.

ASSISTANT CIVIL ENGINEER - 20210

Minimum Qualifications

  • A baccalaureate degree from an accredited college in civil engineering and one year of full-time satisfactory experience in civil engineering work; or
  • A baccalaureate degree from an accredited college and a Master's degree from an accredited college in civil engineering.

Preferred Skills

  • Self-motivated problem solver with strong organizational and analytical skills. -Ability to analyze information, exercise independent judgment and reach sound conclusions supported by facts and reasonable assumptions. -Excellent interpersonal and communication skills. -Excellent writing skills, including proficiency in Microsoft Office suite of applications. -Experience with scheduling and cost estimating desired.
