Duties Description

  • Work with the NYS Common Retirement Fund (CRF) investment, compliance, risk, and operations staff to identify investment systems and infrastructure needed to support activities addressing organizational strategic initiatives and projects.
  • Partner with OSC IT to identify where OSC systems and/or services can meet needs or where bespoke solutions are needed.
  • Develop and maintain expert knowledge of investment technology systems used by the CRF and monitor industry trends, new investment technologies, and develop business cases for their use by the CRF.
  • Participate in projects that implement new processes and systems or improve existing infrastructure, contributing to/eliciting requirements, design, planning, and development and execution of test cases.
  • Collaborate with OSC IT to onboard new technology systems and solutions, including liaising with OSC IT and ISO to integrate solutions with existing OSC systems, align use with policies and provide staff tutorials in system usage as needed.
  • Partner with other investment operations staff to develop and reinforce system and process standards throughout the CRF.
  • Work with investment solutions/systems providers (i.e. MSCI, Bloomberg, FactSet, etc.) to integrate systems to meet the CRF’s needs based on knowledge of and experience with the CRF’s portfolios, asset classes, and investment strategies.
  • Serve as point person/SME and system administrator with respect to asset-class technology solutions. Manage and track unresolved issues with vendors.
  • Evaluate the defined user requests for various implemented solutions to ensure cohesive support and deployment models. Evaluate the need for and assist in implementing automation/enhancements to existing investments processes, including optimizing, testing, and debugging where needed.
  • Coordinate, manage, and build solutions for data ingestion, normalization, and visualization; including potential data reporting needs
  • Serve as operational first-line support when issues arise regarding the CRF-specific investment technology systems. Provide direction on complex inquiries. Track and document incidents; relaying non-CRF-specific issues (e.g., non-investment software issues) to OSC IT when necessary. Perform system health checks to ensure accuracy of position data for investments systems.
  • Escalate troubleshooting needs to external system providers when issues cannot be resolved internally. Work with their teams to manage the remediation process, ensure timely resolution, and minimize disruption.
  • Partner with OSC IT to improve the reliability and effectiveness of shared systems and to maintain a reliable production environment.
  • Act as the Business Continuity liaison between OSC Enterprise Planning, IT, and the CRF.
  • Monitor and stay abreast on the industry and regulatory changes/events impacting trading and collateralization.
  • Assist legal, finance, and procurement with execution of technology related agreements and implementations.
  • Complete various other duties as assigned by senior management and the Director of Operations.

Minimum Qualifications

Preferred Qualifications/Desired Competencies

  • Bachelor’s Degree from an accredited four-year college or university in IT/MIS/Computer-Science, Finance, Mathematics, or similar degree.
  • 3 years’ experience in IT, Finance, or related industry required.
  • 2 years’ experience in an investment technology role required (application administration, data mining, AI/ML, and/or application development).
  • Experience with development and data mining technologies such as SQL, R, Python, Advanced Excel, Access, and .NET/VBA/Java.
  • Familiarity with Project and Program Management process and ability to use the associated tools (MS-Project, etc.).
  • Experience upgrading and/or implementing new investment solutions to fit existing in-place mature business processes that need to be reconciled with new solution functionality.
  • Experience supporting investment management integrated solutions (MSCI, BlackRock, Bloomberg, FactSet, or ABOR/IBOR solutions) within an asset management, endowment, or pension fund environment.
  • Familiarity with Virtual Data Room, Digital Signature, and CRM solutions.
  • Experience with integrating Market Data Providers into the investment solutions environment.
  • High ethical standards and commitment to the fiduciary responsibilities of a pension fund.
  • Exceptional work ethic and attention to detail, be team oriented, and show commitment to excellence.
  • Strong analytic and problem-solving skills.
  • Exemplary communication, interpersonal, and presentation skills.
  • Ability to work independently as well as collaboratively with all levels of staff and management.
  • Strong attention to detail – ability to detect errors & take corrective action.
  • Demonstrated understanding of the financial services industry and its processing models, multi-asset language, and products.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
