Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position : This position is with Office of the Secretary of the Army, Chief Information Officer, Data Division, Architecture, Data & Standards Directorate located at the Fort Belvoir, VA. Responsibilities Manages all Enterprise Architecture (EA) and Enterprise Architecture Integration (AEI) in relations to the Army's Data Strategy. Represents the Army Message Protocol, Data Link Standard, and Army Data Strategy position and interests on Department of Defense (DoD), Combatant Command, and Joint Mission Area, and Multination related working groups and panels. Incumbent will supervise GS-9 - GS-14 level team members, and several contractors. Assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Develops performance plans and rates employees. Engage or govern forums to ensure ICIO representation and / or participation Requirements Conditions of Employment Qualifications Who May Apply : US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Supervisory IT Specialist (Policy and Planning) : Specialized and Other Experience : The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and / or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined : One year of specialized experience which includes : (1) provide oversight, guidance or direction of Agency operations and personnel in support of its IT applications including systems, services, cybersecurity, hardware, facility infrastructure or 508 compliance program; (2) develop Agency-wide applications / systems such as : review / approve of technical requirements for projects; developing project plans; and implement an enterprise IT modernization plan. (3) arrange or coordinate Agency-wide implementation of process improvement methods to improve the quality of system products and services. (4) manage implementation / execution of IT systems including; develop and interpret an Agency's policies, procedures, and strategies governing the planning and delivery of services in order to develop new standards, methods, and techniques and (5) evaluate the impact of technological change and provide solutions to evolving operational and technical issues. This definition of specialized experience is typical of work performed at the next lower grade / level position in the federal service (GS-14). (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include : leading others by setting the standards for the quality of work, even in the most difficult and / or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include : using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include : clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders / officials to take action on suggestions for improvement. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include : providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial / probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
