Duties

The Associate Director, Defense-Wide Programs (Program/Budget) Incumbent Leads a Select Staff Of Professional Budget Analysts And Performs The Following Major Functions

  • Responsible for all budgetary aspects of the Operation and Maintenance (O&M) appropriations activities related to the Defense Agencies and other Defense-Wide activities; reviews and analyzes extremely complex and variable Defense programs and applies comprehensive knowledge of budget policy and procedures so that the individual programs may be evaluated in relation to the overall Defense funding constraints for the optimal use of Defense resources.
  • Participates with the senior staff of the Under Secretary of Defense (Acquisition and Sustainment), the Under Secretary of Defense (Research and Engineering), the Under Secretary of Defense (Policy), the Under Secretary of Defense (Personnel and Readiness), the Under Secretary of Defense (Intelligence), the Director for Administration, and other DoD Principal Staff Assistants (PSA) as required, in the technical and financial evaluation of operating programs including budget formulation, budget execution and reprogramming of appropriated funds.
  • Develops and applies analytical tools (including statistical analyses, data analytics, etc.) to attempt to master a large volume of facts relating to each program and to interpret trends and conditions in the operating programs for numerous interrelated sources with no possibility of guidance from objective sources.
  • Maintains direct contact with senior officials of the Office of the Secretary of Defense (OSD) staff responsible for major programs (such as Environmental Restoration and Cooperative Threat Reduction) and in the Defense Agencies to ensure constant familiarity with the wide-ranging operating programs and budgets as they develop.
  • Provides additional information to the Comptroller, which may be significant, in presenting the budget before the OMB and Congress. The incumbent ensures close coordination with the OMB during the joint budget review.
  • Analyzes and evaluates budget estimates (including supplemental and budget amendments) and the financial execution of budgets and programs, including conducting such investigations and hearings as necessary to determine the relevance, importance, and necessity of various program funding proposals.
  • Maintains a continuing review of the financial execution of budget and programs to ensure their execution is in accordance with the direction of the Secretary of Defense and the intent of Congress.
  • Reviews and analyzes requests for the reprogramming of funds, which require the approval of the Comptroller and transmittal to Congress, taking into account the flexibility, character, and changing requirements of the individual programs.
  • Provides advice and guidance to a budget analyst staff responsible for developing analyses and recommendations concerning the various budget estimates and execution programs.
  • Develops and refers to the Director for Operations financial policy relating to the operating programs of the Department of Defense.
  • Prepares the Comptroller to participate in various program and policy reviews of extremely complex and critical Defense programs, including developing a recommended Comptroller position and justification of the recommendation in preparation for major decision-making meetings.

  • You must be a U.S. citizen to qualify for this position.
  • All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES.
  • You must submit to a drug test and receive a negative drug test before you can be appointed into this position. Designated and/or Random Drug Testing required.
  • In order to qualify for this position, you must be able to obtain a Top-Secret security clearance and access to Sensitive Compartmented Information (TS/SCI).
  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • You will serve a one-year probationary period unless you have previously completed the probationary period in the SES.
  • Must be able to obtain and maintain a Level 3 Financial Management Certification.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Mandatory Technical Qualifications

  • Demonstrated knowledge and experience in the technical and financial evaluation of programs, including budget formulation and budget execution, as well as realigning and reprogramming appropriated funds for optimal use of defense resources. Two or more years of experience must have been in an organization equivalent to a major Federal Department or Agency or a Military Department, Defense Agency, or an equivalent organization elsewhere, and where the candidate had primary responsibility for budget review, formulation, or execution in one or more major programs.
  • Demonstrated skill in applying comprehensive knowledge of budget policy and procedures while reviewing and analyzing complex and variable military and defense-wide programs. Demonstrated experience in representing and defending an organization's programmatic and budgetary interests with programs having nationwide scope or impact to the Office of Management and Budget, relevant congressional/legislative committees, and appropriate stakeholders.
  • Demonstrated ability to analyze and understand complex financial management issues, recommend practical solutions, and communicate effectively, both orally and in writing, on matters concerning technical and financial performance of major programs.

DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be embedded within the resume.
