Job Overview
We are seeking a dedicated and skilled Physical Facility Supervisor to oversee the maintenance and modernization of our apartment communities. This The ideal candidate will possess strong leadership abilities and a solid background in apartment maintenance and capital improvements.
Under the supervision and direction of the Executive Director, the Physical Facilities Supervisor is hands-on and is responsible for the supervision of the maintenance team and coordination of routine maintenance and modernization efforts of units owned and/or managed by the Housing Authority of the City of Ogden. The position ensures that all properties are well maintained according to Federal and State regulations to include HACO’s policies. This position includes assisting the Executive Director with capital improvements and modernization of existing units to include planning, detailing the scope of work, procurement and implementation, and ensures the quality of work. This position oversees preventative maintenance of units, buildings, grounds, storage facilities, offices, etc. This position is responsible to respond to emergencies and may be responsible to respond to after hour calls during the week and weekend and snow and ice removal.
TYPICAL DUTIES
- Assist in setting annual maintenance and modernization goals and priorities for Housing Authority and its subsidiaries. Participates in implementation of capital needs planning.
- Directs daily work assignments and activities to assigned staff for unit turns and work orders in a timely manner according to HUD and agency guidelines. Ensures all emergencies are responded to within twenty-four hours.
- Visits properties at least twice a week to ensure buildings and grounds are properly maintained and promptly makes the Executive Director aware of any critical items to include health and safety. In addition, promptly follows up with maintenance staff to ensure duties are performed timely and that quality workmanship.
- Plans, organizes and directs a program of building and grounds maintenance including an annual preventative maintenance schedule encompassing all OHA owned and managed properties.
- Responsible for developing an overall plan and timetable for the implementation of approved modernization projects in the Capital Fund Program and extraordinary maintenance of all Public Housing Authority and other owned property.
- Plans equipment and fleet needs including upkeep and preventative maintenance schedules. Ensures that proper documentation is maintained.
- Directs a daily meeting with maintenance team to assign and ensure assigned work is performed timely.
- Responsible for enforcement and compliance with Housing Authority policies and procedures for assigned staff including Drug Free Workplace. Plans and implements monthly safety training for maintenance staff.
- Coordinates closely with the Public Housing Manager in the accomplishment of daily operations and long term goals. Is responsible for successful physical facilities audits performed by outside inspectors through the Real Estate Assessment Center (REAC) system to ensure the agency status as a high performer.
- Supervises the activities and performance of assigned staff including assisting in interviewing and evaluation processes and making recommendations on hiring, merit increases and disciplinary action. Responsible for or recommends solutions to personnel problems and disciplinary action.
- Assures that the Housing Authority maintains safe practices at the workplace; adheres to OSHA as required and that an MSDS book is kept up to date, if required.
- Assists in establishing internal administrative controls over key incoming and outgoing documents related to properties and maintenance equipment and inventory. Responsible for maintenance and modernization budgets and quarterly reports.
- Assist in facilitating architectural and other plans. Assist in preparation of construction and bid documents according to procurement policy. Prepares scope of work and independent cost estimates prior to contracting moderation needs and services. Involved in preconstruction conferences, contract awards, contract work inspections and interviews, settlement documents and the inspection of quality workmanship within projects.
- Under the direction of the Executive Director, coordinates and communicates with local government agencies, appropriate staff, residents, contractors, architects, consultants and other professionals regarding new development and modernization activities. Develops a plan of action with contractors regarding new development and modernization projects. Prepares project schedules to ensure timely project completion and occupancy of units. Attends construction meetings. Visits project sites as necessary to insure work is on schedule and according to plans.
- Assist in enforcing and complying of Housing Authority policies and procedures for modernization and development contract to include contract compliance with Federal Labor Standards, relocation, hazardous material abatement and other project requirements.
- Prepares grant applications and documents required for funding of housing modernization projects, housing development, and acquisition of housing units. Coordinates details related to such applications and purchases with Executive Director and/or other assigned staff.
- Assures requirements are met dealing with relocation, hazardous material abatement and disposal, historic preservation and handicap accessibility or any other applicable requirements or modernization programs and projects.
- Prepares written status reports on modernization projects, and makes presentations, as necessary, to Board of Commissioners regarding modernization projects.
- Assigns schedules and coordinates the work of construction and rehabilitation crews including force account workers and contractors and subcontractors.
- Maintains various types of records through computer data input including equipment hours, materials used, work completed, crew hours, personnel and payroll related matters. Assures that all data is correct and maintained in accordance with procedures. Prepares reports required for monitoring information. Prepares computerized requisitions. Uses computer generated data to prepare construction reports.
- Makes recommendations on budgetary matters. Is responsible for compliance within procurement policies. Ensures planned activities are within approved budgets.
- Although this position has supervision responsibilities it is considered a hands-on maintenance position to include assigned properties to include assisting the maintenance team.
- This position may have to carry an after-hours emergency phone and respond timely to snow and ice removal at all times of the day.
- It is expected that this position will be able to complete routine maintenance work to include work orders within 48 hours; timely respond to emergencies and complete emergency work within 24 hours; and complete unit turns within five business days.
- Performs other duties as assigned.
1. Five years of successful supervision of maintenance crew and overseeing properties.
2. Must be able to demonstrate thorough knowledge of building needs and capital repair requirements as well as building codes and regulations relating to all phases of construction.
3. Ability to analyze work and detail the needs of a project in written format.
4. Knowledge and understanding of basic budgeting principles.
5. Outgoing and approachable personality. Must like people and being around people.
6. Must be confident able to communicate well within group settings to include presentations.
7. Ability to relate well with employees, residents, vendors and the public.
8. Proven ability to manage and supervise personnel of all levels with at least 5 years’ experience in supervision.
9. Ability to coordinate construction/modernization/maintenance activity among construction professionals and workers in a timely manner.
10. Computer literate including use of word processing and spreadsheet software.
11. Working knowledge of contract administration relating to all phases of construction and maintenance. The understanding and ability to implement HUD regulations and standards into program requirements. Ability to analyze and solve difficult and complex construction problems through the ability to read and understand project blueprints and other related construction documents and specifications.
12. Ability to communicate in English professionally both orally and in writing.
13. Possession of a valid Utah driver’s license.
