REPORTS TO: Managing Director and Superintendent

GENERAL:

Under the direction of the Managing Director and Superintendent, is responsible for planning, organizing, and supervising designated activities related to the maintenance of all county roads in Ogemaw. Assists with preparing the budget and estimates for maintenance/construction work, analyzes and makes recommendations regarding workload, snow routes, staffing, projects, etc. Work is performed in accordance with overall policies established by the Commission, which also establishes policies and budgetary limits.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

· Coach, counsel, and support foremen and work crew to ensure they have the skills and abilities to perform their roles.

  • At the start of the shift, open the gate, back parking garage, work garage, and west garage. Turn on gas pumps, turn on lights in the garage, and turn on the air compressor.
  • Responds to radio and/or calls from dispatch.

· Regular inspections of the County road system, checking for potholes, roadside hazards, sign obstructions, low shoulders, and any other unusual hazards or conditions to determine maintenance and construction needs.

· Inspects and maintains cross culverts on the county road system.

· Inspect roadways to determine best practices. (ie. Overband, chip seal, skip patch, paving, etc.)

· Coordinates county road brush cutting, brush mowing, tree trimming, and tree removal operations.

· Coordinates the removal of trash, etc. on the county road system

· Oversees the brine program. Coordinates, schedules, and inspects grading for the brine season.

· Prepares information to be called into the Miss Dig system for county road work.

· Performs supervisor and administrative tasks associated with road construction and maintenance from preparing proposals and agreements through completion of the project.

· Review crews' daily assignments and revise them as necessary due to emergencies or absent employees.

· Ensures accurate and timely completion of any records required in tracking the use of personnel, equipment, and material. Daily electronic timecard approval through the electronic timekeeping system.

· Processes and approves drive permits through the Oxcart Permits System, and inspection of drive permits and all necessary paperwork involved.

· Coordinates the Safety Committee meetings, maintains files for MIOSHA inspections, and assists with the training of employees in new methods and procedures, equipment operations, and safety. With the guidance of the Manager and/or Superintendent, resolve all safety issues as they arise and implement training programs.

· Works with the Manager, township supervisors, local officials, property owners, and others to give and receive information and to assist in solving problems in a way most beneficial to all concerned.

· Represent the Board at meetings with township, county, and state officials. Speaks on behalf of the Commission at public or social meetings.

· Works with the Superintendent to ensure staff meet road commission goals and objectives, providing necessary development and in-service training for all staff.

· Attends educational meetings, reads publications, and meets salespeople to keep abreast of new materials, methods, and techniques for building and maintaining roads.

· Check for proper use and placement of traffic control devices on the County Highway to ensure compliance with the Manual on Uniform Traffic Control Devices (MUTCD).

· Through correspondence, telephone, or in person, answer questions concerning the Commission's activities and explain procedures and regulations.

· Responsible for the ordering and accounting for County Salt and County Sand.

· Works with the Manager and Negotiating Team on collective bargaining and help resolve grievances.

· Remain updated on Soil Erosion Sediment Control (SESC), Brush Spray, and Manual on Uniform Traffic Control Devices certifications. Responsible for the inspection of erosion/sedimentation control devices and seeding

· Shares the duty of “On Call Supervisor” during off hours to coordinate emergencies and winter patrol.

· Summer Hours M-Th: 5:00 AM to 4:30 PM (1/2-hour lunch) and Winter Hours M-F: 6:30 AM to 4:00 PM with the understanding that this is a salaried position and requires working whatever hours are required to complete the essential functions of the job.

· County cellphone and vehicle provided and used for Road Commission purposes only according to policy. County cell phones and vehicles are not for personal use.

· Be familiar with both the Union Contract, Ogemaw County Road Commission policies, and work rules and will at all times consistently adhere to the terms and requirements set forth by the Ogemaw County Road Commission.

· Works directly and indirectly with other departments within the Road Commission to achieve organizational goals and objectives.

· Ensures that all Road Commission Operations comply with established policies, procedures, and work rules. Recommends new policies, procedures, or changes as necessary to improve efficiency, effectiveness, quality, and safety.

· Performs other duties as assigned by the Managing Director, Superintendent, or Ogemaw County Board of Road Commissioners.

JOB QUALIFICATIONS:

The requirements listed below are representative of the minimum qualifications, knowledge, skills, and abilities required to successfully perform the essential functions of the position.

· Education to include graduation from high school or GED

· Two to Three years’ increasingly responsible experience in road construction, maintenance, and repair at a heavy equipment operator level, including experience operating highway motorized equipment, supervising and coordinating the work of others, and sufficient education to read, write legibly, and make arithmetic computations are required. Any satisfactory equivalent combination of experience and training which ensures the ability to perform the work may substitute for the above.

  • Must have acceptable customer service skills with the ability to communicate effectively, both orally and in writing, with the public, state/county/elected officials, and staff, with friendliness, responsiveness, and tact. Also, the ability to display a high degree of discretion and prudence.
  • Ability to analyze, organize, establish appropriate priorities, delegate and ensure completion of work and make decisions.
  • Ability to work extended hours.
  • Ability to use Microsoft Word and Excel computer software, and to learn and be proficient at using other work-related computer software.

PHYSICAL REQUIREMENTS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

Work is performed in an office setting or outdoors on construction sites. Visual acuity to read, proofread, and complete forms. Hearing acuity to listen and communicate in person and by telephone. Manual dexterity to use keyboards, and eye/hand coordination. Mental capacity to follow instructions, analyze data, exercise judgment, manage and schedule time, and make sound decisions. Ability to drive an automobile and possess a valid driver’s license. The employee may be required to lift or move 50 lbs, and reach shelves or file cabinets from floor level to 72 inches above the floor for general filing and review.

While performing the duties of this job, the employee is frequently required to stand, work, use hands to finger, handle, feel, or operate objects, tools, or controls, and reach with hands and arms. The employee is occasionally required to sit, climb, balance, stoop, kneel, crouch, crawl, talk, and hear. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
