About The Service Monitoring & Enforcement Department :
The Service Monitoring and Enforcement Department's (SMED) mission is to enforce consumer safeguards, to resolve consumer complaints and to ensure Ohio utility consumers receive safe and reliable services. SMED is organized into three divisions.
Facility Operations Field Division (FOFD)
Facility Operations Field Division (FOFD) staff regularly inspects utility facilities and reviews plant operating practices to ensure regulated utility service providers deliver safe, reliable and quality service. Field investigators from the division's electric, telephone, water / wastewater and gas pipeline safety sections perform on-site inspections and audit company records to ensure utilities observe regulatory requirements. FOFD staff also participates in rate case proceedings and recommends changes in company policies and practices to improve utility service. FOFD staff also acts as the agency lead for the damage prevention complaint reporting and tracking process; assisting with the maintenance of the damage prevention enforcement database; and answering internal and public inquiries.
Gas Pipeline Safety Inspector
The Gas Pipeline Safety team at the Public Utilities Commission of Ohio (PUCO) is responsible for enforcing federal and state pipeline safety regulations. Out team works in partnership with the federal Pipeline and Hazardous Materials Safety Administration (PHMSA). The position will involve learning and applying federal and state pipeline safety regulations to various company records and facilities to determine whether the company is complying with the regulations. Some inspections are performed as part of a team, but most inspections are performed independently. This position will act as the lead investigator on team inspections. The position will also require the completion of several Integrity Management related training courses at PHMSA's training center in Oklahoma.
What You'll Do :
In this position as a Utilities Specialist 2 with the Gas Pipeline Section , you will :
- Acts as a Lead Investigator of a team by investigating pipeline incidents and service failures resulting in fatalities, injuries, extensive damage, and customer outages which may require after-hours response
- Independently schedule, coordinate, and conduct field audits and inspections of natural gas pipeline system facilities, construction operations, and records to ensure compliance with the Federal and State Pipeline Safety Rules and Regulations
- Performs recommended specialized inspections requiring advanced expertise obtained from federally certified training programs
- Lead Integrity Management inspection activities after completion of required training courses from Pipeline and Hazardous Materials Safter Administration (PHMSA)
- Review records and observe company personnel in the field as they conduct field tests to determine accuracy of records and effectiveness of operation, maintenance, and training programs
- Collect, summarize, and analyze information derived from audit / inspections and produce detailed inspection reports
This is a field position that would cover NE Territory in Ohio

Qualifications
Completion of graduate core program or 3 yrs. exp. in one or more of following academic fields; accounting, code enforcement, finance, business administration, public administration, utility & / or transportation code of enforcement, geology, management, law, economics, mathematics or engineering; 3 yrs. exp. in utility or transportation regulatory experience involving combination of following : PUCO operations, programs & policies affecting regulation of utility or transportation companies, state & federal laws, regulations & procedures governing utility or transportation company operations, competitive programs & alternative regulations, rate & / or tariff structure, financing & securities or economics applied to utility or transportation companies, utility or transportation regulatory processing & case hearing proceedings, cost recovery & cost adjustment methods & procedures, enforcement of customer service standards, statistical, mathematical or analytical methods used in formulating & solving problems or in decision making, developing & conducting research studies, customer preference surveys & / or investigations of enforcement, scientific, technical or legal nature involving issues of utility or transportation regulation or alternative regulation or competitive markets.
