What are the responsibilities and job description for the Attorney 5 position at Ohio Department of Children and Youth?
Under administrative direction, provides legal advice and counsel to Ohio Department of Children and Youth (DCY) Director, Deputy Directors, and appropriate staff on legal matters affecting assigned office(s) and other program areas as needed: prepares most difficult cases for trial, hearing, and appeals; provides legal advice on matters related to responsibilities of county, federal, and private agencies; serves as legal liaison in matters between DCY and Ohio Attorney General's Office; represents DCY in legal proceedings; provides legal advice to DCY management staff on family and children services issues, child care, and other program area issues; conducts negotiations on behalf of DCY on matters related to administration of DCY program areas. Researches and drafts legal opinions, orders, memoranda, and other legal documents related to DCY program areas, public records, and other administrative law; provides legal services and technical assistance to DCY Director, Deputy Directors, and departmental staff related to program administration and operations. Analyzes, reviews, drafts, and interprets legislation and rules; provides training to internal staff (e.g., middle and upper management staff and other attorneys); responds to legal inquiries from general public and government officials; research law presides over or provides legal assistance concerning administrative hearings conducted by DCY including Chapter 119 adjudicatory and rule-making hearings, county administrative. In addition, experience in employment law to provide legal counsel on workplace policies, compliance matters, and employee relations.
Under direction, provides technical assistance to courts, child welfare agencies, and other stakeholders to enhance child welfare legal practices and legal representation; collaborates with stakeholders to assess needs, design strategies, implement solutions, and evaluate outcomes for court improvement, engagement, and quality legal representation; serves as a legal liaison building and maintaining positive, collaborative relationships with all stakeholders, understanding the importance of mutual respect and fostering communication and coordination; develops and delivers training programs for stakeholders on child welfare laws, policies, and best practices; monitors and interprets changes in child welfare legislation and regulations, ensuring compliance and advising on implications; prepares reports, and presentations; represents the organization in meetings, conferences, and collaborative efforts related to child welfare law, legal representation, and court improvement.
Admission to Ohio Bar pursuant to Section 4705.01 of Revised Code; 18 mos. exp. as licensed attorney; 6 mos. exp. in supervisory principles/techniques.
