What are the responsibilities and job description for the Budget Analyst position at Ohio Department of Children and Youth?

This position is in the Cost Allocation and Reconciliation Section within the Bureau of Federal Reporting and Cash Management The selected candidate will utilize OAKS HCM, OAKS FIN and Kronos to ensure proper funding of employees of the Department of Children and Youth (DCY) as well as perform essential federal reporting. Essential duties of this position include the following:

  • Establishes and maintains payroll coding to ensure proper assignment and allocation of costs of federal funds used to fund employees
  • Validates/creates combo codes (funding) to ensure proper up to date coding is being used within OAKS HCM
  • Updates Chart of accounts based on agency need and create additional chartfields when needed
  • Ensure position budget tables are accurately created and assigned based on agency payroll coding
  • Maintains financial coding and creation of speedcharts within OAKS FIN
  • Process DCY bi-weekly payroll journal and prepares OAKS FIN payroll journals to post to General Ledger
  • Prepares Reconciliation Journals when updated are needed to General Ledger
  • Tracking personnel actions to validate proper payroll coding is applied to employees.
  • Prepare requested reports using BI Cognos, Kronos, OAKS HCM or OAKS FIN and able to present findings to stakeholders
  • Assists with quarterly Administrative Cost Reports that utilize cost pools and direct costs
  • Maintain changes to Cost Allocation Plan consistent with changes to agency operations and structure

Under general supervision, builds, monitors, maintains, and/or prepares the capital/operating budget, agency office/section/division budgets, and allotments: establishes and maintains payroll coding (e.g., enters data into database file; updates and makes corrections weekly) to ensure proper assignment and allocation of costs to federal programs and/or proper reimbursement of federal funds; submits combo code requests and prepares position budget uploads for Ohio Administrative Knowledge System (OAKS) Human Capital Management (HCM) application; independently researches and analyzes complex information to resolve errors, modify data, and/or determine appropriate action with external involvement (e.g., state and federal auditors); prepares and maintains financial coding by analyzing fiscal data for entry into the appropriate accounting, reporting, and analytical applications to include, but not limited to, the generation of accurate and appropriate speedcharts; reconciles and verifies fiscal transactions (e.g., cost pool reconciliation) to ensure legal compliance and reporting integrity; reviews personnel action forms to determine how newly hired, promoted, or reassigned employees are to be coded for payroll; processes Ohio Department of Children and Youth (DCY) bi-weekly payroll journal and prepares OAKS journal uploads to post transactions; reviews and updates, when necessary, assignment of codes in DCY effort reporting system (i.e., Kronos) to ensure compliance with policies, current coding structures, and DCY Cost Allocation Plan (CAP); responds to user questions regarding Kronos activity and effort reporting policy and procedures (e.g., availability of appropriate coding in Kronos for employees' bi-weekly timesheet submission); works with other agencies (e.g., Department of Medicaid; Office of Budget Management [OBM]; Department of Administrative Services [DAS]) to ensure coding is correct and aligns to DCY Cost Allocation Plan (CAP); makes payroll adjustments or revisions as requested by budget management; investigates errors and oversees corrective action taken as a result of audit findings or federal/financial reviews; maintains and compares Chart of Accounts database tables for necessary updates; processes chart field requests to create, change, and/or deactivate chart field codes which identify revenues and expenditures following the OAKS criteria for input into OAKS; assigns appropriate coding and forwards to the budgetary staff for approval, when applicable; researches and compares data elements from OAKS FIN and HCM, in addition to the cost allocation plan and the cost pool funding splits to ensure the integrity of data for cost allocation purposes; acts as a liaison with other areas in the Fiscal Division (e.g., Budget Management; Federal Reporting; County Operations; Grant Management) in regard to coding issues; prepares documentation for Auditor of State relating to OAKS Chart of Accounts audits.

Performs other related duties as assigned (e.g., participates in meetings and training workshops; reads appropriate journals and special reports for professional growth; operates personal computer to develop reports, spreadsheets, and other documents; maintains logs, records, and files).

3 yrs. experience in budgeting that included fiscal analysis, management & control (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

  • Or completion of undergraduate core program in accounting, public finance, public administration or business administration; 12 mos. exp. in budgeting that included fiscal analysis, management & control (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).
  • Or Completion of graduate core program in accounting, public finance, public administration or business administration which included coursework in quantitative/statistical analysis (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).
  • Or equivalent of Minimum Class Qualifications for Employment noted above.

Hybrid Work Details

Subject to DCYs teleworking policy and an approved teleworking agreement, this position is eligible to work from a remote location on a hybrid basis. The selected applicant may be required to complete initial trainings prior to being eligible to telework. All requests to telework are reviewed on a case-by-case basis and must be approved by DCY’s Deputy Director of Human Resources and management, subject to the conditions outlined in the agency policy and teleworking agreement.
