What are the responsibilities and job description for the Business Analyst position at Ohio Department of Children and Youth?
Under general direction, provides program technical assistance to information technology professionals engaged in establishing and enhancing child welfare automated systems (i.e., Statewide Automated Child Welfare Information System [SACWIS]; Business Intelligence Channel [BIC]; Results Oriented Management [ROM]) and other data systems for storing, processing, and retrieving child welfare information (e.g., adoption and placement data; child abuse and neglect tracking; intake and assessment; resource management; program eligibility and financial tracking): provides program technical assistance to Office of Information Services (OIS) personnel and contractors in determining scope and requirements derived from federal system requirements document (e.g., interprets federal and state statutes to ensure compliance in child welfare automated system design); reviews design documents; plans, develops, and recommends performance criteria and test case scenarios (e.g., creates realistic child welfare scripts); conducts system tests to ensure expected outcomes and to test user scenarios; assists with data conversion from current child welfare automated systems; assists in implementation of new systems; develops marketing material for partner agencies; develops webinars, procedure manuals, and user support documentation; monitors adherence of system development to federal and state requirements; remains current in program policy changes; provides help desk customer service to county Public Children Service Agencies (PCSAs), Title IV-E Juvenile Courts, private non-custodial agencies (PNAs), and private child placing agencies (PCPAs); trains PCSAs, PNAs, and PCPAs to ensure program compliance through use of state's child welfare automation systems; monitors counties knowledge and use of state's child welfare automation systems by identifying user and/or software problems through help desk activities with PCSAs, PNAs, and PCPAs staff; responds to PCSAs, PNAs, and PCPAs inquiries regarding child welfare automated systems user-related issues; provides technical assistance; determines security profiles for agency staff; analyzes data; creates reports and assists with federal reporting requirements; identifies source of problems and prepares corrective action steps.
Participates in and/or supplies technical solutions to meet federal requirements (e.g., establishes schedule of activities with time tables for completion); identifies source of problems and prepares corrective action steps; monitors PCSAs, PNAs, and PCPAs to ensure readiness and compliance; develops and conducts training workshops and seminars on new and modified procedures; prepares responses to inquiries from government officials, constituent groups, and general public; represents child welfare automated systems and prepares and delivers speeches and presentations at meetings/conferences; participates in development/revision of program policies and procedures.
Performs other related duties as assigned (e.g., compiles periodic activity and project status reports or ad-hoc narrative and statistical reports; travels to, and participates in, staff meetings, conferences, and training; participates on special assignments; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).
Completion of undergraduate core coursework or 2 years exp. in social or behavioral science, pre-medicine, business administration, public administration, human services as defined in series purpose, or comparable field (note: this required education and/or experience shall not be applied to satisfy one of the following),
AND In addition, must meet the following: For State Automated Child Welfare System (SACWIS) positions, requires 24 mos. recent exp. (i.e., within past 5 years) in delivery of human services that included explaining & applying child protective services laws, policies & procedures mandated by Ohio Department of Job & Family Services & using SACWIS; 6 mos. trg. or 6 mos. exp. in operating personal computer & using Microsoft Office system software, that is Microsoft Word, Excel, Power Point, or like software package.

DCY’s core hours of operation are Monday-Friday from 8:00am to 5:00pm, however, daily start/end times may vary based on operational need across DCY divisions.Employees may begin as early as 7:00am and as late as 9:00am, based on supervisory approval. This position performs work on-site daily at DCY’s office space.
