What are the responsibilities and job description for the Sourcing Planner position at Ohio Department of Children and Youth?
Major Duties And Responsibilities
Independently or as lead worker (i.e., provides work direction & training)
researches, evaluates & plans a comprehensive portfolio of contracts, grants, &
purchasing based on past performance, future needs & strategic direction:
Reviews records of items purchased, costs, deliveries, product performance, & improves specifications where needed.
Builds contract and grant portfolio across multiple program areas: Confirms
portfolio meets the needs of program areas. Develops, drafts, track and maintain
schedule for renewals and postings of RFPs, RFGAs, RFIs across agency.
Contacts other government offices with similar needs to standardize
specifications, combines buying power & schedules, & establishes cooperative
agreements across contract portfolio. Determines cost projections across
contract portfolio, identifies cost savings & avoidance targets, & establishes cost
control & reduction plan. Evaluates use records & inventory levels & trending of
stock to develop strategic purchasing programs that facilitate improved supply
chain delivery & cost reduction.
Posts sourcing products in OhioBuys, Ohio Grants Portal, and DCY Grant Management System. Lead worker in OhioBuys, Ohio Grants Portal, and DCY Grant Management System. Requires thorough knowledge of sourcing lifecycles to independently research, evaluate, and plan a comprehensive portfolio of contracts and purchases based on past performance, future needs and strategic direction. Conducts overall market research. Monitors & reviews use, history & trending of
individual suppliers & identifies where incumbent suppliers should be replaced
or competed across portfolio of contracts. Defines specific activities to be performed to produce project deliverables to determine cost projections and identify cost savings and ensures project is ready to move on to the next phase.
Tracks and reviews complaints to vendor (CTV).
Responds to requestor & supplier inquiries regarding status.
Works with various subject matter experts to plan and track individual procurement documents, define requirements, quality standards and timelines, determines and evaluates risks that may affect the project to determine if contract meets the needs of the program area.
Works with various subject matter experts, within the agency, to determine the appropriate solicitation vehicle for the goods or services being requested. Works with DAS on catalog buys, multiple award contracts, and other sourcing products.

Completion of graduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management, or other sourcing related field; 6 mos. exp. or 6 mos. trg. in purchasing/procurement/sourcing.

DCY’s core hours of operation are Monday-Friday from 8:00am to 5:00pm, however, daily start/end times may vary based on operational need across DCY divisions. Employees may begin as early as 7:00am and as late as 9:00am, based on supervisory approval. This position performs work on-site daily at DCY’s office space.

- Or 12 mos. exp. as Senior Sourcing Analyst, 64513. -Or 24 mos. exp. as Sourcing Analyst, 64512.
- Or equivalent of Minimum Class Qualifications for Employment noted above.
