The Ohio Department of Health is seeking a full-time Health Planning Administrator 3 for the Bureau of HIV, STI, and Viral Hepatitis (BHSH) . Under administrative direction, this position plans, directs, organizes & manages all administrative aspects pertaining to Ohio Human Immunodeficiency Virus (HIV) Drug Assistance Program (OHDAP) including Ryan White rebate reimbursements.
In this position, the Health Planning Administrator 3 coordinates and implements quality management monitoring and evaluation components related to a comprehensive Ohio plan for health care of persons with HIV/AIDS consistent with the federally funded Ryan White CARE Act. Additional duties:
- Monitors and evaluates program components to successfully meet requirements of state and federal law relating to Ryan White HIV/Sexually Transmitted Infection (STI)/ Viral Hepatitis (hepatitis) Surveillance, Prevention program including monitoring program implementation state-wide and at the local level through funded programs
- Monitors the Health Insurance Premium Payment (HIPP) program, and the Medicaid Spend-down Program, reviews section policies and established procedures to implement policies (e.g., data release, data security and confidentiality, staff management & development)
- Establishes and maintains liaisons with other Ohio Department of Health (ODH) bureaus (e.g., Bureau of Infectious Disease), state agencies (e.g., Medicaid, Rehabilitation & Corrections, Mental Health & Addiction Services, and Youth Services) and federal agencies (e.g., Centers for Disease Control & Prevention (CDC) and Human Resources & Services Administration (HRSA)
- Ensures HIV client services program is compliant with federal and state laws and rules ensuring compliance with federal programmatic and administrative guidelines (e.g., fulfilling federal programmatic requirements
- Coordinates program activities with the Medical Advisory Committee and attends controlling board, state budget or other legislative hearings as needed
- Collaborates with other bureau staff, oversees procurement, management and distribution of federal and state HIV client services program and Ryan White Part B programs funds
- Appoints and/or oversees a liaison to local community planning groups, local health departments and other community-based agencies
- Directs assigned staff (e.g., monitors and assigns work, interviews, selects and trains new employees, reviews requests for use of benefits in accordance with established policies, conducts employee performance evaluations at designated time frames, conducts staff meetings, recommends corrective and/or disciplinary action as appropriate)
- Prepares and delivers presentations to community groups (e.g., community planning, local/state program staff, federal CDC staff and other legislative committees) regarding HIV client services program
- Prepares and reviews reports and other correspondence between ODH, CDC, HRSA and local program agencies, affiliates and others as needed
